“十五”期间西安高技术产业继续保持快速发展势头,西安已经成为西部地区高技术产业发展水平较高的地区之一。然而,发展水平高并不代表其效率也是高的,投入产出效率不高是我国高技术产业发展中的主要问题,西安高技术产业发展也不例外。 本文分别从投入、产出两个角度,分析研究了影响投入产出效率的因素,并选取了高技术产业投入产出效率分析的指标体系,引入数据包络分析模型。在此基础上,结合西安高技术产业发展现状,选用2001—2006年数据进行实证分析。指标分析结果显示,西安高技术产业人力投入的产出效率略有上升,经费投入的产出效率处于下降趋势,整体投入产出效率有待提高;数据包络分析结果显示,西安高技术产业整体投入产出效率不高,特别是投入的经费并没有完全发挥作用,产生了冗余。 为了找出制约投入产出效率的因素,又展开西安与北京、上海、重庆四个城市之间投入产出效率的横向比较。选用指标分析2005年的数据,对四个城市进行实证分析,表明西安高技术产业的各项投入产出效率确实最低,差异主要表现在人才、经费、科研实力和高技术产业发展水平上。西安高层次人才不足,科技活动经费缺乏,科研机构和普通高等院校的潜力远未发挥出来,企业自主创新主体地位不明确,是导致西安高技术产业投入产出效率低的主要原因。 本文遵循高技术产业发展的总体思路和基本原则,为提高西安高技术产业投入产出效率,提出对策:推行有效的人才机制;继续加大经费投入,加强经费使用监管;改进机制,发挥科技资源优势;建立企业为主体的技术创新体系。

Xi'an high-tech industries Input-output efficiency Index analysis Data envelopment analysis 〈外文文摘〉= During the tenth five-year plan, Xi'an high-tech industries continued to keep a fleetness developing tendency. Xi’an also became one of the areas of higher level of high-tech industries in western region . While, the high level of development does not represent high efficiency. Actually, the low input-output efficiency is the primal problem in high-tech industries development in our country, Xi'an can’t be the exception either. This paper analysis the factors which effect the input-output efficiency through the input and output views.We choose the index system of the input-output efficiency in Xi'an high-tech industries, and use the model of data envelopment analysis. We use data from the year of 2001 to 2006 carrying out the empirical analysis, based on present situation of Xi'an high-tech industries. The index analysis displayed that the manpower input-output efficiency of Xi'an high-tech industries have a bit rising, the funds input-output efficiency in coming down trend. So the entirety input-output efficiency needs to be improved; Data envelopment analysis demonstrated that the entirety input-output efficiency in Xi'an high-tech industries is not so high, the input of funds did not have a marked effect, resulting redundancy. To find factors which restricted the input-output efficiency, this paper compares the input-output efficiency of Xi'an, Beijing, Shanghai and Chongqing. The index analyzing, which used data in 2005, shows that the input-output efficiency of Xi'an high-tech industries is the lowest ,the difference are mainly on talented person , funds , scientific research strength and development level of the high-tech industries. Lack of high-level talented person, funds for science and technical activities, the insufficient using of the potential of scientific research institution and university and the ambiguous status for the enterprise independent innovation are the reasons for the low input-output efficiency of Xi'an high-tech industries. This paper set out the useful countermeasure for improving input-output efficiency on the principle and main thought of the development of high-tech industries: carrying out effective talented person mechanism; enlarging funds input, strengthening inspection of funds use; improving mechanism ,bringing science and technology resources superiority; building the enterprise technological innovation system.
