电力企业生产中的直接主体是电力企业基层班组，是企业从生产到管理全过程中的重要组成部分。基层班组建设对企业的健康稳定可持续性发展有着积极的推动和促进作用。同时，班组建设也是企业决策层与执行层连接的桥梁与纽带。因此，打造管理严格、纪律严明、技术精湛、富有朝气的基础班组，是电力企业发展的组织基础，也是实现国家电力企业发展战略目标的主要群众基础。 论文在对班组建设相关领域的国内外研究现状进行综述的基础上，借鉴班组建设相关理论分析了徐电公司班组建设现状及存在的问题，构建了徐电班组建设评价指标体系，确立了14个评价指标，运用层次分析法确立了各个指标的权重，对徐电班组建设状况进行评价，并设计徐电班组建设提升方案。研究结论对其他同类电力企业有一定参考和借鉴意义。
