随着我国经济的飞速发展，民办高校的招生规模快速扩张，国家出台系列政策大力扶持民办高校，使民办高校有了更多的发展机遇。但是不少民办高校将大部分精力投入到招生工作中，忽略了学校的教育教学质量，人才培养质量降低。民办高校的办学质量关乎国家的战略，也是民办高校生存和发展的生命线。要想提高民办高校的办学质量，就必须有一套行之有效的质量保障体系，本文正是针对于我国民办高校规模迅速扩张而质量偏低的问题进行研究的。 　　　本文对我国民办高校教育发展现状、影响因素以及存在的问题进行了分析，并针对当前政府监管不足、民办高校自我定位不清、师资力量贫乏、教育经费不足和实践基地缺失等问题提出民办高校内部质量保障体系和外部质量保障体系的构建。内部质量保障体系包括教学质量管理体系建立、师资队伍建设、教育经费管理体制建设和教学实践基地建设等，民办高等教育质量外部保障体系的构建主要包括政府保障机制的构建、社会保障机制的构建、专业评估机制的构建等方面。本文的研究将为政府部门对民办高校的监管、民办高校的生存和发展、民办高校教育质量的提升提供有益的参考。

With the rapid development of China's economy and the rapidly expanded enrollment scale of private colleges and universities, the state has adopted a series of policies to vigorously support the private colleges and universities, offering them more opportunities to self-development. While, numerous private colleges and universities are more devoted to the enrollment rather than the quality of education, degrading the quality of personnel training. The quality of private colleges and universities is closely related to national strategies, enhancing and improving their quality is the lifeline for their survival and development. In order to improve the quality of private colleges and universities, we must have effective quality assurance system, this article targets at the rapid expansion of private colleges and universities in China and their low quality. 　　　This paper analyses the status of education quality in Private Universities in China, its existing problems, altogether with the influential factors contributing to it, and, at the same time, come up with the internal quality of the security system and external quality assurance system of private colleges and universities according to the current lack of evaluation criteria, poor faculties, the shortage of funding for education management and the uneven personnel training.Internal quality assurance system includes the establishment of a quality management system, the faculty management construction and funding for education management system construction, the external security system mainly includes the construction of government guarantee mechanism, the construction of the social security mechanism, security assessment agencies and so on. This study provide a useful reference for the supervision of government and the development and improvement of private higher education.
