近年来随着我国经济的快速发展，大部分城市的城区与近郊的土地利用日益融为一体，城乡土地利用的一体化已经成为各地城市建设发展的共同趋势。而地籍管理工作多年以来一直按照两种不同的方式(土地利用现状调查和城镇地籍调查)在运作，按这两套系统来分开管理城乡间的地籍数据，将会造成图形接边和面积统计的困难，并且很难满足当前城乡地籍统一管理的需要。“十五”和“十一五”计划纲要中反复强调将城乡一体化地籍建设作为奋斗目标，并颁布了《新土地分类标准》，为城乡一体化建设给出了依据和参考；城市和农村土地建设的迅速发展，也为城乡一体化地籍建设提出了客观的要求。因此，建立城乡一体化地籍管理的地籍信息系统已成为当前城乡建设的迫切需要。 论文在分析了当前地籍管理存在的问题以及城乡一体化地籍管理发展状况的基础上，提出了城乡一体化地籍信息系统的概念；分析了城乡一体化地籍数据库管理对象和功能后，对城乡一体化地籍数据库的数据模型进行分析和设计，提出了分块和分层管理地籍数据的方法，即把一个县或市按所辖的乡镇分为若干个块，把地籍数据分为行政区划层、土地使用权宗地层、土地所有权宗地层和土地利用现状(即图斑)层等四层进行管理；然后，按照设计的地籍数据模型，探讨了建立城乡一体化地籍数据库的方法，对地籍数据库中属性库的建立、图形库的建立以及宗地、图斑数据的一体化存储等关键技术进行研究。最后，研究了新旧地籍分类转换方法，以及现有的两个地籍系统的数据转换到城乡一体化地籍数据库的方法，为城乡一体化地籍信息系统建设提供了应用参考。

With the rapid development ofeconomy in our country，there has been afast c幻nstruction land expanded in many cmes，most cities and their suburbs’land-use gradllaIly merged． urban and rural land integrative use has already becdBne a白伽d for land construction．The land management,which operated by the ways of actuality investigation in land use and land investigation in town,is hard to fulfill the current unified of urban and rural land m御扭gP． merit because ofthe trouble in statistic ofgraphic borderjointing and area．It was drummed in constructing urban and rural integrative cadastral as the ultimate aim in Ten Five and Eleven Five Project,which issued the new land classification standard as the reference for urban and rural integrative．ne land construction ofurban and rural also brings forward external request for urban and rural integrative．Therefore,n坨establishment of urban and rural integrative cadastral information system is necessary for current urban and rural integrative constnlction． First,this paper presents the concept ofurban and rural integrative cadastral information system based on current problem of cadastral management and development of urban and rural integrative cadastral management,and designs data model ofurban and rural integrative cadastral database(URICD)．Second,Method of managiilg cadastral data by plotting and del锄ni碰砸ng is presented；it plots the land of villages and towns into some pieces and manages cadastral data by district layer,land-use cadasll旧layer,land-ownership gadasu'e layer and land-using layer．Third,this paper designs database frame and data table ofUIUCD and discusses storage and management of cadastral data about two gadasUal management system before．In the end，this paper studies howto transfer the old cadastral data into the new cadastral data in URICD，and achieves joinfless connection of rural and urban eadastral da饥 which applies reference for establishment of urban and rural integrative cadastral information systenx
