党的十八大报告明确提出了支持新能源发展,2014年“两会”期间,李克强总理也明确提出鼓励发展太阳能,政府支持使得光伏产业发展面临重大机遇。此外,随着传统能源的日益枯竭以及环境问题的日益严重,发展以太阳能、风能等为代表的新能源已经成为世界各国的必然选择。   首先,论述光伏产业发展的现状,表现在通过PEST分析对中国光伏产业发展的政治、经济、社会和技术环境进行分析;运用SWOT分析对光伏产业发展的优势、劣势、机遇、威胁进行分析;本文根据相关数据创建评价光伏产业竞争力的指标体系和模型,运用熵值法对中国光伏产业竞争力进行量化析;此外,在现状分析中还对光伏产业的创新能力进行研究,从而从环境、竞争力、创新能力方面对光伏产业发展现状进行了全面分析。其次,分析了中国光伏产业发展问题及原因,发展问题主要表现在光伏产业链发展不平衡、产业与市场倒挂、产能过剩、自主创新能力弱、融资困难、技术发展落后及技术创新水平低这几个方面,而产生这些问题的原因则主要有产业链环节发展程度不一、原有利益格局制约国内光伏市场发展、地方政府的不适当激励、缺乏创新意识和创新人才、金融体制机制缺陷和金融创新缺乏、技术创新资金不足,产学研结合程度不高等方面,有助于针对问题及产生的具体原因采取具体对策来解决问题。   本文针对上面的论述在最后提出了促进光伏产业发展的战略体系,具体来说包括产业链战略、市场创新战略、政策创新战略、人才创新战略、金融创新战略、技术发展战略和行业整合战略,从行业、市场、政策、人才、金融、技术等方面提出了促进光伏产业发展的战略选择。本文最后提出了实施创新驱动战略、整合光伏产业发展的具体路径,包括积极进行产业结构调整,实施垂直一体化战略;改革电力机制,积极开拓市场;政府需要积极完善产业政策,进行政策创新;注重光伏专业人才的培养,提高自主创新能力;在金融支持上要不断优化融资环境,提供更多的融资途径;从技术角度分析需要不断加强创新,促使光伏技术进步和产学研结合;从整个行业角度讲则需要积极推进企业兼并重组和纵向整合,建立产业联盟。

Supporting the development of new energy sources has been proposed in the report of 18th CPC National Congress,in addition, Premier Li Keqiang also clear that we should encourage the development of solar energy during the NPC & CPPCC. Government’s support makes photovoltaic industry has great opportunities. In addition, with the increasing depletion of traditional energy and serious environmental issues, developing solar energy, wind energy and other new energy has become an inevitable choice for the world. Firstly, in this paper the current situation of development of photovoltaic industry is discussed, by the PEST analysis analyze the political , economic, social and technological environment of China PV industry development and sue SWOT analysis analyze the strengths, weaknesses , opportunities , threat of china PV industry development. For the competitiveness of China PV industry, In this paper, we create the evaluation index system and model of photovoltaic industry competitiveness by analyzing some relevant data and use the entropy method to make an quantitative analysis on Chinese PV industry competitiveness, through which we can identify gaps so as to provide basis for decision making to upgrade the China's PV industry competitiveness. In addition, we also study the innovation capability of PV industry in the analysis of .Though the above analysis, we analyze the PV industry current situation comprehensively from the aspect of environment, competitiveness and innovation capacity.Secondly, we analyze the problems of Chinese PV industry development and the reasons that led to these problems. These problems mainly include uneven development of PV industry chain, the development between PV industry and market is upside down, excess capacity, weak independent innovation capability, difficulties in financing, slow development and low level of innovation on technology.With these problems , there are mainly following reasons,such as immature development of PV industry chain, the existing pattern of interest restricts the development of domestic PV market, inappropriate incentives for local government, the lack of innovation and creative talents, flawed financial mechanism and lack of financial innovation, lack of technological innovation funding, low degree of integration between production、study and research, etc. This conduce to take specific measures to to solve the problems in connection with specific problems and causes.    Contrary to the development current situation, problems and causes of China PV industry, this paper presents the implementation of innovation-driven strategy and integrate the PV industry development, innovation-driven development strategy system specifically includes chain strategy, market innovation strategy , policy innovation strategy, talent innovation strategy, financial innovation strategy, technology development strategy and industry consolidation strategy, this puts forward the strategic choice from the aspect of industry, market, policy, personnel, finance and technology to promote the development of photovoltaic industry. With innovation-driven development strategy system, we propose the specific measures in this paper. From the perspective of industry chain we need to adjust the industrial structure actively, the implement vertical integration strategy;From the perspective of market we need to reform the electricity mechanism and explore market actively;from policy perspective, the government needs to improve and innovate industrial policy actively. From talent perspective, we should focus on training PV professionals and enhance the independent innovation capability; for the financial support, we need to continue to optimize the financing environment and innovate financing methods; technically, we must improve the capability of independent innovation and promote technological progress of PV; from the whole industry perspective, we need to promote the merger, reorganization and vertical integration of enterprises and establish industry alliances.
