测绘档案管理工作是测绘生产部门日常工作必不可少的一部分，安全、高效的管理本部门所馆藏的档案，可以提高日常的工作效率，为社会各行各业提供及时、准确的档案查询与分发服务，具有长久的经济效益和社会效益。但是，随着科学技术的进步和测绘事业的发展，各种新技术和新产品不断出现，测绘生产完成了从模拟技术向数字化生产技术体系的跨越，使得测绘档案逐步形成纸质档案和电子档案同步归档的局面，而且在数字档案占据主导地位的时代，如何处理好电子档案和纸质档案之间的关系已经成为制约测绘档案管理的重要障碍。但是由于电子档案和纸质档案的物理属性有很大差别，往往导致了系统不能兼顾，大多侧重于电子档案的管理，使纸质档案还停留在手工管理的阶段，管理比较落后，与现代的测绘事业和先进技术不相适应，严重制约了档案的有效利用，这也预示着以往手工管理方法已经不能满足测绘档案管理的需要。 国家测绘地理信息局从国家信息化建设和测绘事业发展的前景出发，提出国家和省级测绘档案管理系统建设的思路，要求达到国家基础测绘成果安全高效、方便快捷的社会化应用，更好地满足国民经济建设和社会发展对国家基础测绘成果的需要，进一步加强测绘档案规范管理，提升测绘档案的整体管理水平。而大地测量档案是测绘档案的主体，特别是随着现代科学技术的发展，大地测量数据采集量急剧增加，数据处理更加复杂，更加具有综合性，并且使用范围越来越广泛。但是，目前我国大地测量数据管理和分发服务仍沿用原有的方式，已不能满足各方面的需求。为了提高大地测量数据处理技术水平，适应未来发展形势，其档案的有效利用和科学管理已成为测绘档案管理工作中的重点和难点，所以加快开展其档案信息化建设势在必行。 本选题源于测绘档案管理信息化建设的现实需要，结合国家测绘档案资料馆大地测量档案分馆的实际情况，开展了深入研究，对该馆的大地测量档案进行了分析、整编、组卷、扫描等工作，依据相关标准，对大地测量档案分类体系进行细分和扩充，并在此基础上，分别对纸质档案和电子档案的管理和保存提出了一些建议，做好测绘档案的实体管理。然后确定了用户的需求内容，提出了系统设计原则、总体方案以及设计开发的基本方法，为实现大地测量档案管理系统的开发工作奠定了基础。

The archives management is an essential part of the routine in the production department of surveying and mapping. The safe and efficient management of the department archives can improve the efficiency of daily work. It has a long-term economic and social benefits to provide timely, accurate archives query and distribution services for all sectors of society. However, with the progress of science and technology and the development of surveying and mapping, new technology and new product appear constantly, the production mode of surveying and mapping has transferred to digital technology from analog technology. The geodetic archives is the main part of the surveying and mapping files. With the development of modern science and technology, the geodetic data collection volume has increased dramatically, the data processing is more complex, more comprehensive, and the range of geodetic data application is more widely. However, our country geodetic data management and distribution service is still in the old way, cannot meet the needs of all aspects. In order to improve the level of geodetic data processing technology, adapt to the developing situation of the future, the effective use of the archives and scientific management has become the key points and difficulties in archives management work of surveying and mapping. So it is imperative to accelerate information construction of archives. This topic originates from the practical needs of the archives management informatization of surveying and mapping, combined with the actual situation of the geodetic archives branch of the national archives of surveying and mapping information,and conducts the weel study. This topic carries out the analysis, reorganization, generating test paper, and scanning on the geodetic archives branch. This topic also subdivides and expand the geodesy archives classification system according to the related standards. And on this basis, the topic puts forward some suggestions on paper archives and electronic archives management, which are better for the entity management of archives in surveying and mapping.
