随着大量新型大规模变电站的投入使用以及大容量机组的不断入网,如今的电力系统规模也日渐庞大,这虽然有很高的经济效益,但在大扰动下存在“频率崩溃”及“电压崩溃”等不稳定问题。
本论文在IEC61850 协议体系下设计一种新型数字化频率电压控制装置,采用直接根据频率下降速度来确定系统有功功率缺额大小的原理,以决定是快速减负荷还是延时减负荷,从而有效地抑制了频率下降,提高了系统频率的稳定性。在装置研制过程中使用硬件和软件抗干扰措施来提高系统的可靠性。而且为了避免使用大量电缆,采用数字信号传输,通过采用网络化的数字信号处理,不仅使装置接线大量减少,其装置的可靠性得到进一步提高。
此外,为了满足工程的配置及可扩展性的需求,本文使用了可视化的编程界面,对于装置的软件功能配置,人机接口配置等都通过可视化的操作界面实现,对于GOOSE,以及SV的配置都通过专用调试以太网口通过可视化的界面进行配置,极大的方便了现场的使用。最后,将本文所研制的频率电压控制装置应用于新疆建设兵团188团的35kV变电站中,经过2年时间的正常运行,证明了本文所研制装置的安全性和可靠性。

With large number of new large-scale substation using and large capacity units grid connected operation, the scale of power system is increasing large. Although it has high economic benefit, it will cause the collapse of frequence and voltage collapse and other instability problem when there is large disturbance.
A new kind of digital frequency voltage control device is designed based on IEC61850 protocol system. The device determine the principle of active power gap size directly according to the frequency decrease rate , and decide load reduction rapidly or delay, therefore suppresses the frequency decreased effectively and improves the frequency stability of the system. The hardware anti interference and software anti interference used in the course of development of the device to improve the reliability of the system. In order to avoid using a large number of cable, digital signal transmission style and digital signal processing network are used. It not only reduce the reliability of its connection, the device can be improved.
Moreover, in order to meet the engineering requirement of configuration and scalability requirements, the paper uses the visual programming interface,which could complete software configuration and man-machine interface configuration for the system,.For the GOOSE, and SV configuration , it specially completed by the interface configuration visualization debugging through Ethernet port. Finally, the frequency voltage control device developed in this paper is used in 35 kV substation of Xinjiang production and construction corps 188 group. Through 2 years normal operation, the safety and the reliability of this device is demonstrated.
