技术创新是提升社会生产力的关键。科技型小微企业在WF市企业中占据了主体，它的存在有利于创造更多的就业机会、提升WF地区经济软实力。在现有的文献资料中关于WF市科技型小微企业技术创新能力的相关研究还处于空白。因此，本文学习借鉴已有研究成果，对WF市科技型小微企业技术创新能力进行专题研究，旨在为政府政策制定、调整以及企业战略措施选择提供依据和帮助。

本文在综述前人研究成果及相关理论的基础上，对WF市科技型小微企业技术创新能力进行研究，主要包括：（1）采用问卷调查法面向WF市科技型小微企业展开充分调查和调研，全面分析WF市科技型小微企业技术创新能力现状并总结存在的问题。（2）选取创新投入能力、创新研发能力、创新生产能力、创新营销能力、创新管理能力和创新环境能力作为WF市科技型小微企业技术创新能力评价指标，通过专家打分确定指标权重，构建评价模型。（3）WF市科技型小微企业技术创新能力评价。运用构建的指标体系和评价模型，对WF市2011—2019年科技型小微企业技术创新能力进行评价，结果表明WF市2011—2019年科技型小微企业技术创新能力从一般水平到较高水平是逐年提高的。（4）分别从政府、企业、金融机构、科研院所等层面提出WF市提升科技型小微企业技术创新能力、推动高质量发展的政策建议。

Technical innovation is the key to enhancing social productivity. Technology-based Small and Micro Enterprises occupy the main body in WF city enterprises, and its existence is conducive to creating more employment opportunities and enhancing the economic soft power of WF regions. In the existing literature, relevant research on the technological innovation capabilities of small and micro-technology enterprises in WF is still blank. Therefore, this article learns from the existing research results and conducts a special study on the technological innovation capabilities of small and micro enterprises in the WF city, aiming to provide basis and help for government policy formulation, adjustment and selection of enterprise strategic measures.

Based on the summary of the previous research results and related theories, this paper studies the technological innovation capability of WF small and micro enterprises, which mainly includes:

(1) By using the method of questionnaire, this paper makes a full investigation and research on small and micro-enterprises of science and technology in WF City, analyzes the present situation of technological innovation ability of small and micro-enterprises of science and technology in WF city and sums up the existing problems.(2)Select the innovation investment ability, innovation research and development ability, innovation production ability, innovation marketing ability, innovation management ability and innovation environment ability as the technological innovation ability evaluation indicators of WF city's technology-based small and micro enterprises, determine the index weights by experts and construct the evaluation model.(3) Using the index system and evaluation model constructed, we evaluate the technological innovation capabilities of small and micro-technology enterprises in WF from 2011 to 2019, The results show that the technological innovation ability of small and micro-enterprises of science and technology has been improved year by year from general level to higher level in WF City from 2011 to 2019.(4)From the aspects of government, enterprises, financial institutions and scientific research institutes, this paper puts forward some policy suggestions on improving the technological innovation ability and promoting high-quality development of small and micro science and technology enterprises in WF city.
