摘要 随着乌兰木伦镇的经济发展,人口增长等各方面因素,生活垃圾及污水排放量相应增加。水污染问题日益严重,目前市政排水设施不足,影响生产发展,也有碍招商引资。 本论文的研究对象为上湾新建生活污水处理厂项目, 对项目的建设必要性、项目技术的可行性、经济的合理性等方面进行实地勘察研究和比对分析,并对项目建成后的环境效益以及社会效益的影响进行评价,最后得出研究结论,为类似的项目建设提供参考及良好效果。 本论文从区域概况、自然条件、城镇排水现状、工程规划等方面重点分析了该项目建设的必要性。通过经济及技术比较,确定污水厂选址。根据污染物去除机理分析,结合本工程水质情况,选用具有脱氮除磷功能的生物处理工艺。最终论证上湾新建生活污水处理厂采用污水处理工艺的技术路线。通过财务盈利能力分析、盈亏平衡分析对项目的盈利能力、资金平衡能力进行经济可行性评价,然后对项目建成后当地环境社会效益进行分析。 本论文表明:投资兴建上湾新建生活污水处理厂工程对于改善乌兰木伦镇的环境质量、开发利用水资源,保护市民的健康,促进经济发展至关重要,对于实现乌兰木伦镇经济持续发展具有非常重要的作用和意义。因此,建设上湾新建生活污水处理工程是正确、必要和可行的。

ABSTRACT With the economic development of WuLanMuLun Town, population growth and other factors, household waste and sewage emissions have increased accordingly. The problem of water pollution has become increasingly serious. At present, the lack of municipal drainage facilities has affected production and development, and it has also hindered investment promotion. In this paper, the new living sewage treatment plant project in the above Bay is the object of study. From the aspects of the necessity of construction, the feasibility of the project technology, and the rationality of the economy, the research and analysis are carried out, and the impact of the project construction on the environmental benefits and social benefits of the region is predicted. Through the analysis results, the author puts forward constructive opinions to provide reference for the smooth implementation of similar construction projects. This paper analyzes the necessity of this project from the aspects of regional situation, natural conditions, urban drainage status, engineering planning, etc.. Through economic and technical comparison, the site selection of sewage plant is determined. According to the analysis of pollutant removal mechanism and the water quality of the project, a biological treatment process with denitrification and phosphorus removal function was selected. The final demonstration of the technical route of the new living sewage treatment plant in Shang Wan using the sewage treatment process. Through financial profitability analysis, breakeven analysis to project profitability, capital balance ability of economic feasibility assessment. Finally, the local environmental social benefits after the project is completed are analyzed. This paper shows that investment in the construction of the new living sewage treatment plant project in the town of WuLanMuLun is very important for improving the environmental quality, exploiting and utilizing water resources, protecting the health of citizens, and promoting economic development. It has a very important role and significance for realizing the sustainable economic development of WuLanMuLun town. Therefore, the construction of the new living sewage treatment project in Shang Wan is correct, necessary and feasible.
