地理国情普查与监测是基础测绘的延伸和拓展,对测绘地理信息部门来说是一项全新的工作,是传统测绘地理信息事业的深刻变革[1]。测绘地理信息工作将实现从获取静态基础测绘成果数据转向获取和分析动态的地理国情监测信息,从被动地向社会经济建设部门提供基础测绘成果转向主动地提供生态环境、土地城建、灾害防治等方面的监测和预测成果。在这个转变的过程中,传统基础测绘技术方法与监测技术的衔接、现有基础测绘成果的合理化应用是测绘地理信息部门需要解决的关键问题。
本文从地理国情监测应用角度出发,结合陕西省地理国情监测试点项目和国外类似监测项目,对监测技术和数据源进行统计和分析。并针对每一项监测技术和各类基础测绘成果数据进行适应性和可用性分析研究。最后选取高分辨率遥感影像数据和数字线划图数据为对象,利用遥感影像软件自动解译技术和信息提取技术,按照地理国情普查内容指标体系中的内容进行提取和分类,并作相应的统计分析,对结果进行评价。验证遥感影像数据和数字线划图提取监测信息的可行性和适应性,同时也验证遥感影像软件自动解译技术的可用性和适应性。

The geographical national condition monitoring is a new field for the department of surveying、mapping and geo-information .It is an extension and expansion work. A reformation of the surveying、mapping and geo-information has been carried out.This workis from static to dynamic, from passive to active. In this transformation process, the technology and data of surveying and mapping are the important keys.
In this paper,from the application of view,combined with pilot projects in Shaanxi and foreign similar projects.Some usedtechnologies and data sources was been researched, Finally high-resolution remote sensing date and digital line graphic was be used try to extract information. The technologies are software to automatically interpret and information extraction techniques. The result show us the remote sensing date and the data of surveying and mapping is a good sources for geographical national condition monitoring, Software to automatically interpret is a good technology to get the date.
