近年来,随着智慧城市建设、云计算、大数据和移动互联网等新型技术的大量应用使得政府公共服务产品、服务方式、服务形态都发生巨大变化。实现对智慧城市大数据中公共服务类的多尺度、非结构化、多源化、海量数据共享与应用是智慧城市建设所面临的巨大挑战[1]。本文以白银市公共服务实体为研究对象,研究并设计白银市公共服务共享平台。 论文首先介绍了智慧城市大数据建设中公共服务的概念和研究现状,指出公共服务数据是智慧城市基础大数据的重要组成部分。分析了目前政府各公共服务部门的信息不能共享的现状,阐明了共享平台应用于智慧城市建设中公共服务的必要性。公共服务共享平台建设的关键在于公共服务数据库的建设,论文分析了公共服务数据内容,按照空间数据和属性数据两大类进行采集、处理并分析。公共服务共享平台是面向大众的,在空间数据的表达的时候对公共服务实体进行了符号化,不仅增加了用户体验效果,还提高了用户在使用过程中的效率。 论文重点研究了公共服务共享平台的设计与实现,论文对政府用户、社会公众用户、企事业单位用户需求进行了分析,同时研究并设计了共享平台总体结构框架和公共服务数据显示、编辑、检索和空间分析等功能。最后研究设计了以ArcGIS Server模式的共享服务模型,并分析了该共享平台在运行中的收费模式。 公共服务共享平台提供数据检索、地图显示、制图输出、信息查询、空间分析等智慧城市大数据应用的一站式服务,为社会经济发展以及社会各领域提供权威准确、便捷高效的公共服务数据资源服务,为社会公众提供内容丰富的公开地图与地理信息服务、位置服务、生活服务,挖掘了智慧城市大数据的潜在价值,同时加快了智慧城市大数据建设的速度。

In recent years, with the application of new technology such as, smart city, cloud computing, big data, government public service products, service mode, service mode change a lot. The sharing and application of multi-scale, unstructured multi-source and massive amounts of data in public services of smart city are huge challenges for the construction of smart city. Taking public service entities in Baiyin as the research object, this thesis analyzed and designed the public service sharing platform of Baiyin. The thesis introduced the concept and research status of public service in the construction of smart city at first, also pointed out that the public service data were an important part of basis data in the construction of smart city. The thesis analyzed the status that the information of current government's public service cannot be shared and illuminated the necessity of using the sharing platform in the construction of smart city. The key of the construction of public service sharing platform is building the database of public service. The thesis analyzed the data content of public service, collected, processed and analyzed data in accordance with the spatial data and attribute data. Public service sharing platform is for the mass. In the expression of spatial data, public service entity were symbolized which not only increased the effect of user experience, and improved the efficiency in the use. The thesis focused on the design and realization of the sharing platform of public service, the thesis performed requirements analysis for ordinary citizens users , government users and enterprise and public institution users. In the same time, the thesis analyzed and designed the overall structure of the platform and some functions, such as data edition, data display, spatial retrieval and so on. Finally the SOA architecture was designed based on ArcGIS Server mode and analyzed charging model of the sharing platform. Public service sharing platform provided many functions in the application of smart city, such as information browsing, plotting drawing, navigation and positioning, the information load, which provided the national economic construction and social public with authoritative and efficient geographic information cooperative service, rich content maps and geographic information services, location-based services and promoted the potential of geographic information resources and expedited the construction rate of smart city.
