国家大地测量数据库是国家空间数据基础设施(NSDI)——国家空间数据基础数据库的重要组成部分。国家大地测量数据库的建设是大地测量信息化工作的一项重要内容。 随着互联网技术的发展、新的大地测量技术体系的形成和3S（GIS、GPS、RS）技术的发展，大地测量信息化工作正面临着全新的技术、应用和服务环境。建设国家大地测量数据库Web平台，能够全面提高大地测量成果的共享性、交互性、可视性、实时性，能够更充分的利用大地测量信息资源，提升定位控制信息的社会化生产和服务能力，满足现代大地测量生产、发展和服务的需要。 国家大地测量数据库Web平台的实现，成功的将Web技术和GIS技术应用于大地测量信息的管理和应用。作者作为国家大地测量数据库Web平台建设的主要技术人员，在系统建设中全程参与了设计和开发工作。作者以实际工作为基础，对国家大地测量数据库Web平台的实现进行了全面的研究，在论文中从数据资料分析、数据库设计及实现、系统设计及实现三个方面对国家大地测量数据库Web平台的实现进行了阐述，重点分析了空间数据管理、Web平台体系和地图服务的实现方法。作者通过分析国家大地测量数据库的现状、技术环境的变化和大地测量事业发展的需求，对国家大地测量数据库的进一步发展提出了具体的建议。 论文的研究内容对今后国家级及区域级大地测量信息系统的建设具有一定的参考价值，对大地测量信息系统的进一步发展具有积极的作用。

National Geodetic Survey Database is an important part of National Spatial Data Infrastructure (NSDI) - National Spatial Data Infrastructure database. National Geodetic Survey Database's construction is an important content of Geodetic Survey informationization work. With the development of Internet technology， the formation of new Geodetic Survey System and the development of 3S (GIS， GPS， RS) technology， the work of Geodetic Survey informationization are faced with new technology，applications and service environment. The construction of National Geodetic Survey Database’s Web platform， can comprehensively improve the Geodetic Survey achievement’s sharing， interactive， viewability，realtime， to make better use of Geodetic Survey information resource， enhance socialized production and service capabilities of the positioning control information， meet the needs of modern Geodetic Survey’s production，development and services. The system successful applies the Web technology and the GIS technology in the Geodetic Survey information management and the application.As a major technique personnel of National Geodetic Survey Database’s Web platform construction， the author participated in the design and the development work in the system construction. Practical work-based，the author conducted a comprehensive study on the implementation of the system. In the paper，the data analysis， database design and implementation， system design and implementation three aspects of the National Geodetic Survey Database’s Web platform implementation was described， The selective analysis spatial data management， the Web platform system and the map service realized the method. Based on analyzing the status of National Geodetic Survey Databases， the technical environment's change and the Geodetic Survey enterprise develops， the author put forward the concrete proposal to the National Geodetic Survey Database 's further development. The paper research content will have certain reference value to next state-level and the region level Geodetic Survey Information System's construction， will have the positive function to the Geodetic Survey Information System's further development.
