随着国家经济飞速发展和对土地政策改革的持续,地价以及土地利用率已成为人们日益关心的话题。我国进入市场经济模式后,土地交易市场体系逐渐走向规范化。但传统的土地管理方式已经无法跟上土地信息快速更新的速度。因此,研究土地定级估价方法并开发土地定级估价系统能够提高土地定级估价工作的效率和准确性。
本文首先对土地定级方法进行研究,通过对比常用的三种定级方法,并结合本次研究的土地特征,选取了多因素综合评定法,并对其进行深入研究。针对因素因子的权值确定,提出了组合赋权法。组合赋权法避免单一赋权方法的缺陷,使权值结果更加精确。在划分单元格的基础上完成空间缓冲区分析与叠加分析。并使用总分频率统计法完成定级范围的统计,确定最终的定级结果。然后是对估价方法的研究。土地估价方法在土地定级的基础上,完成对不同类型的土地基准地价的计算。基准地价计算过程为对样点数据的整理,建立地价模型,利用模型计算基准地价。在基准地价的基础上制定确定影响因素并计算其权值,编制地价修正体系表,完成基准地价修正与更新工作。
最后对土地定级估价系统进行架构设计,数据库设计以及系统功能模块的设计。系统利用ArcEngine进行二次开发,使用C#语言,并通过ArcSDE完成对SQL Server后台数据库中空间数据的访问,将系统的运行结果与人工计算的结果进行比较,结果表明本文定级估价方法符合实际,利用本文定级估价方法计算的土地价格更加接近实际样点价格。开发的土地定级估价系统具有较强的实用性,能够正确高效地完成土地定级估价的工作。

With the rapid economic development, people began to pay more attention to land price and utilization. The town has gradually become the land market which is fully functional. And land transactions has moved to a standard stage. Traditional land management cannot follow the pace of land information updating. Therefore, it is necessary to study the method of land gradation and evaluation, and develop the information system for management. The research in this area cannot only improve the efficiency and standardization of land gradation and evaluation, reduce human factors effectively.
Firstly after the comparison of three kinds of gradation methods commonly used and the land characteristics in this paper, finally take the Multi-factor comprehensive evaluation method, which ultimately determine the level of land. it proposed using the combination weighting method to calculate the factors weight in the process of land gradation. Combination weighting method to avoid the defects of single weighting method, which makes the factor weight more accurate and the final land gradation more realistic.To complete the analysis of spatial overlay and buffer based on dividing cells. use the the total frequency statistics method to score the level, which determine the final the gradation result. Then get the research of evaluation methods. Land evaluation method based on land gradation, calculation of the different types of land. The standard land price calculation process of sample data, the establishment of land price model, the calculation model of standard land price. Develop land price correction system based on the standard premium, revise andupdate the benchmark land price.
At the end, it talks about the designing and actualization of land gradation and evaluation system. Design the schema of land gradation and evaluation system, the database and function module of land gradation and evaluation system. On the.NET development platform, use ArcEngine to develop, secondly with the C# language and use the ArcSDE to access the Spatial data in SQL Server as the backstage database. We compared the system results with the manual calculation results. It shows that the method we use and the system we developed in the paper has strong practicability, which can correctly and efficiently complete the land gradation and evaluation process.
