随着经济的快速发展，旅游已成为居民生活的重要组成部分，尤其是贴近自然的生态旅游越来越受到人们的青睐，各个地区加快了生态旅游资源的开发和利用，但由于缺乏规划和保护导致生态资源破坏和失衡现象屡见不鲜。因此如何合理有效地开发生态旅游资源，促进生态旅游的可持续发展已经成为社会关注的重点课题。 本文以秦岭生态旅游业为具体研究对象，对生态旅游及可持续发展概念界定及相关理论进行综述。在相关文献研究的基础上结合调研数据发现，秦岭生态旅游开展过程中存在基础设施建设不完善、管理体制不健全、承载力与品牌建设水平低等亟需解决的问题。根据“三生”、“三大”和“三利”原则构建了秦岭生态旅游可持续性指标体系，选取秦岭内具有代表性的六个生态区，利用因子分析的方法进行定量分析发现，秦岭生态旅游业的发展主要受到政府规划建设、区域资源以及运营管理服务三个主因子的影响。针对因子分析的结论，本文认为在政府规划建设方面，应该强化顶层设计，完善生态旅游政府规划和相关制度建设，加快重点生态旅游项目建设；在区域资源方面，应该挖掘区位优势，丰富自身旅游资源开发；挖掘民俗特色，扩大节庆旅游效应完善旅游配套设施，丰富生态旅游资源等。在运营管理服务方面，应该完善景区运营管理，提高宣传质量；加强环境保护和管理，强化旅游宣传推广，提高景区知名度等措施

It is widely acknowledged that tourism exert a critical role for the lives of the residents in our daily life, especially close to the natural eco-tourism more and more people of all ages, all regions have also accelerated the development and use of eco-tourism resources, providing more while eco-tourism projects, but also makes the contradictions of human nature to get increasingly prominent. So how reasonable and effective development of eco-tourism resources, and promote eco-tourism and sustainable development has become a key topic of social concern. Of this study is aimed at this problem, Qinling ecotourism specific object of study for the sustainable development of ecotourism Qinling were evaluated. In the course of this study, the first for eco-tourism and related concepts of sustainable development were defined, and the related theories of sustainable eco-tourism development are analyzed. And incorporates relevant research data, the status of the development of eco-tourism in Qinling and problems are summarized. Through this study we can see, the Qinling common infrastructure is weak, the management system is not perfect and other issues in the course of the development of eco-tourism, and the contradictions in resource development and protection of tourism is more prominent, seriously affected the region eco-tourism and sustainable development. For such research findings, this paper based on the “three rural”, “ three juniors”,and “three benefits” principle of sustainability index system constructed Qinling ecotourism, and the use of factor analysis, conducted a quantitative analysis By quantitative analysis can be seen, the development of eco-tourism in Qinling mainly by government planning and construction, operation and management of regional resources and services affected by three main factors. Factor analysis for the conclusion, this paper presents a targeted promotion of sustainable eco-tourism development strategies Qinling. Stressed that the government plans to build respect, it should strengthen top-level design, and improve government planning eco tourism, improve the system and the development of supporting policies and accelerate key ecological tourism projects.
