中国有众多不发达的农业型县区，农业县以农业产业为县域经济的主体产业。农业县表现出三个主要特征：农业从业人员占县区人口大多数；工业基础薄弱以及传统农业生产经营方式在农业生产中仍然居于重要地位。对这些县区来说，县域产业发展的根本要突破传统农业社会的基础特征束缚，促进农业现代化发展。县域主导产业、农业产业化、结构调整，农业现代化是农业型县域产业发展的一组主要实践问题。 主导产业选取和发展是落后农业型县区发展首要解决的问题；结构调整是当前县域经济发展的主线和突破口；农业产业化是农业型县区发展的主要途径和现实选择；实现农业现代化则是县域产业发展的根本。农业型县区应重视工业化水平的提升，立足农业、面向现代化，发展工业，以农产品加工为县域工业的合理生长点，打破“二元结构”，实现从农业社会向工业社会的跨越。 陕西省礼泉县是一个传统农业县，在20世纪80年代中后期通过果业带动走上了农业产业化之路。以前，媒体对礼泉县经济发展的成绩和经验给予了充分的肯定和宣传。90年代中期后，“礼泉模式”的产业发展一度陷入困境，其根本原因就在于没有突破农业县的基础特征束缚，工业化发展滞后，市场化的农业产业经营即农业产业化关键的第二步没有走好。 1997年开始的果业产业结构调整给礼泉县产业发展带来了新的契机。特别是党的“十六大”的召开和目前在社会各级对县域发展愈加重视的新形势下，礼泉县产业发展呈现出新的迹象。工业发展步伐加快，旅游业开始起步，农业产业化进入了以果业发展的技术、结构、组织创新为主要内容的后产业化阶段。当前礼泉县的产业发展存在三类重点：一是果业结构调整优化，二是发展工业，三是旅游产业开发。在产业发展的组织方面也应重视三类重点问题：一是农业产业化发展组织形式的探索及相关的社会服务体系的完善，二是工业组织体系的合理规划，三是旅游产业群落组织的培育。 本文以农业型县域经济为切入点，围绕产业发展问题，在研习国内外相关理论的基础上，主要针对礼泉县的产业发展进行了调查研究；分析了礼泉产业发展过程中的经验、问题及原因；客观评价了“礼泉模式”的兴衰，揭示了其对农业型县区产业化发展的教训意义；并根据礼泉县的具体县情，系统地提出了礼泉县产业发展对策建议。

China has numerous undeveloped agriculture counties, which take agriculture as the body of county economy.There are three major characteristics in the agriculture counties: the employed agriculture hold the majority of population of the county domain;weakness of industry foundation as well as traditional agriculture production management method still occupies an important position in agriculture production .To these counties, the development of the county industry must break through the bondage of characteristic of traditional agricultural society, and promote the development of the modernize agriculture. The leading industry of county,the industrilized-agriculture , the industrial restructuring and the agricultural modernization is a series of main practical problems in the industry development of agriculture counties . Choosing and developing the leading industry is the first important problem that should be solved for backward agriculture county development.The industrial restructuring is the major thread and the breakthrough of county economy development at the present .The industrilized-agriculture is the major way and realistic choice of development in agriculture county .But realizing the agriculture modernization is the foundation of the industrial development of county. Promoting of industrialize standard should be paid due attention in the agriculture county, be based on the agriculture , face to the modernization , develope industry, and take farming industry as a reasonable growing point for industrialization of county , break through" binary structure ", and realize striding across from the agriculture society to industry society . The li-quan of Shaanxi province which is a traditional agriculture county has been driven away the road of industrialized-agriculture by way of the fruit industry in intermediary and later the 1980's . Before ,the medium had given the full affirmation and propaganda to the achievement and experience of li-quan county economy development . After middle period of the 1990's , the industrial development of " liquan’s model " fell into the difficult position ever, and it's basic cause didn't break though the bondage of characteristic of agriculture foundation, and the industrialize development is backward.The management of the marketization agriculture—the second key step of industrialized- agriculture didn't walk well. The adjustment of fruit industry structure in 1997 had brought a new chance for the development of li-quan county industry .Especially,under the new situations of the 16th National Congress of the Communist Party of China being convoked and now the development of county being paid the much more attentions by all the society , the industrial development of Li-quan county also appears a new look, and the step of development of the industry quickens, and the tourism starts to flourish. The agriculture- industrialization steps into the back industrialization stage of which the main content is the innovation of the technology, the structure and the organisation with fruit industry developing. Now, there are three kind of emphases in industrial development of Li-quan county. The first is the adjustment and optimization of the fruit industry structure ; the second the development of industry, and the third the ploitation of tourism.Three kind of prolems also should be emphased in the aspects of the industrial development,which is to explore the form of industrilized-agriculture organization and releveant perfected society serve system, to reasonably plan the organisation system of the industry and to cultivate the tourism community . The thesis taking agriculture county ecomomy as the cut-in point,surrounding about the problem of industrial development, basing on studies of releveant theory at home and abroad, carrys out to research and study main industries of Li-quan county, and analyzes experiences, problems and causes during the industrial development of Li-quan county, and appraises objectively the success and fault of “liquan’s model” to reveal the lesson meaning for agriculture county area, and puts forword countermeasures and suggestions systematically according to Liquan’s concrete circumstances.
