随着GIS技术、计算机技术、遥感技术、GPS技术的应用与发展,警用地理信息系统越来越多的被人们所关注。警用地理信息系统利用空间信息技术,以电子地图为基础,信息共享和综合利用为目标,实现公安基础信息基于空间电子地图的可视化查询和辅助分析,提高在指挥决策、快速反映、预案生成等方面的综合能力,为治安管理、警力部署、巡逻布控等工作提供有效的管理手段。目前,警用地理信息系统在森林公安方面的应用发展则比较缓慢,随着多元化的信息发展,层出不穷高技术的作案手段、林业犯罪率的持续上升,传统的管理模式和思路已经满足不了当前形势的需要,特别是可视化的信息管理和辅助案件侦破的高技术水平越来越迫切。因此急需建立一套完善的面向森林公安的警用地理信息平台,辅助森林公安人员办公与办案。 本论文将警用地理信息系统应用于森林公安中,针对森林案件与森林警务信息的特点,基于.NET Framework 建立森林公安警用信息系统,实现警用地理信息系统的核心功能,包括基础地图操作(GIS图层操作与属性操作)、警务专题信息管理(单位、人员、设施设备、案件相关信息管理)、基础信息检索、警情决策分析(案件信息标注、犯罪信息半径分析、警力物资搜索、指挥调度等)、专题统计分析(林业案件文书打印、报表统计),系统在决策分析方面,对林业案件特有的林火案件高发地区进行预测,重点地区部署警力,加强人员巡逻;在办公自动化方面,对警务信息制定合理的功能模块,保证数据一经录入,保存后,即可输出打印案件文书、案件位置图等信息。总之,较之于其他系统而言,该系统具有较强的针对性,并结合了林业犯罪特点,辅助森林公安进行案件的侦破,大大提高了提高案件的侦破能力与办公效率。 本文首先对系统研发用到的关键技术,如ArcEngine、.NET Framework 、ArcSDE和Geodatabase进行介绍,其次根据用户需求分析与系统建设需求分析,设计体系结构、功能模块、构建系统数据库等,最后针对各个子模块完成功能详细设计和代码的实现。

With the application and development of GIS (Geographic Information System), computer technology, Remote Sensing technique and GPS, PGIS (Police Geographic Information System) has been paid more and more attentions. Based on the electronic map, it applies Geoinformatics technology with the purpose of information-sharing and comprehensive utilization for realizing the visual query and supplementary analysis of police information and improving the overall capabilities such as decision-making, quick response and pre-arranged planning as well as providing effective control measures for security administration, police arrangement and patrol surveillance, etc. However, PGIS has not developed well in the application of forestry public security nowadays. Considering the frequent appearance of high-tec crime methods and the rising forestry crme rate, traditional model and idea can not meet the need of new situation. Especially the visualization of information management and the high technology level of auxiliary criminal detection . it’s necessary to establish a complete forestry police-oriented geographic information platform. The author of the thesis will combine PGIS with forestry public securities to develop a PGIS for forestry public securities’ system based on .NET Framework when considering the characteristics of forestry criminal case and police information. The purpose of this system is to implement its key functions such as the operation of basic map (GIS basic map layer and attribute operation), the management of police thematic information (eg group, staff, facilities and equipments and the management of case information), the retrieval of basic information, the analysis of alert decision(eg. the annotation of case information, the analysis of radius for case information, the search for police supplies and the command and adjustment) and the study of subject statistics (eg. the printed document of forestry criminal case and statistical report), etc. In terms of decision and analysis, it has to predicate some areas prone to forest fire cases where the deployment of police is especially needed, as for the office automation system, a reasonable functional module for police information should be developed for data entry. Once the data is saved, it will output the printed case documents and the location draft, In a word, compared with other systems, the PGIS for forestry public securities’ system is featured with high pertinence. It could aid to detect criminal cases considering the characteristics of forestry crimes, which greatly improves the capabilities of criminal detection and working efficiency. The paper firstly introduces some key technologies related with the system development such as ArcEngine, .NET Framework, ArcSDE and Geodatabese. Secondly, based on the analysis of need for users and system building, the author is going to design the system architecture, functional modules and table structure and builds system database. Lastly, the detailed functional planning for each submodule is realized.
