良好的生态环境是人类生存的基础，也是人类可持续发展所依赖的基本条件，而矿产资源是人类赖以生存和发展的重要物质基础，煤炭作为我国的主要能源，其开采、加工和利用在促进社会经济发展的同时，也引发了多种生态环境问题。由于生态系统是一个非常复杂的系统，生态环境影响评价因子的确定和量化比较困难，从而使得生态环境的准确、定量评价同样不容易实现。因此针对煤矿开发所造成的生态环境影响而进行系统性的评价研究显得重要而紧迫。本文以煤炭资源开发为研究对象，以可持续发展的观点系统分析我国煤炭资源赋存特点、煤炭开发的特点及造成的生态环境影响，探讨煤炭开发生态环境影响评价基本理论（生态环境影响评价的基本原则、指导思想）、技术方案（生态环境影响评价的内容和步骤、评价方法、指标体系），并根据前面研究内容，运用模糊综合评价法对韩家湾煤矿煤炭开发生态环境影响进行定量化评价。本论文的最终目的是规范和完善煤矿开发活动，为煤矿区域生态环境破坏的综合防治提供科学依据，同时也为煤矿开发的区域开发规划和管理提供科学决策依据。

The good ecological environment is the human survival foundation, is also the basic condition which the human sustainable development relies on, while the mineral resource is the important material base for the existence and development of the humanity.The coal takes our country's primary energy, its exploiting, processing and use promoting socio-economic development, while has caused many kinds of ecological environment question.Because the ecosystem is a very complex system, the ecological environmental influence appraisal factor's determination and quantification are quite difficult, thus makes the ecological environmental accurate,quantitative evaluation to be similarly not easy to realize. Therefore aiming at the ecological environment influence which the coal mine development creates to conduct systematic evaluation study is more important and urgent.This article takes the coal resource development as the object of study, systematically analyses our country’s coal resource existent characteristic, the coal development's characteristic and the main ecological environmental problem which created by the coal development by sustainable development's viewpoint, then discusses the elementary theory on the coal development ecological environment influence appraisal (the ecological environment influence appraisal basic principle, guiding ideology), the technical program (the ecological environment influence appraisal content and step; assessment method; the indicator system), and according to the before studies, applying Fuzzy synthesize assessment method proceeds the ecological environment influence quantitative appraisal to Han jiawan coal mine.This article's final goal is to standard and consummate the coal mine development activity , to provide the scientific basis of the integrated control for the coal mine region ecological environment, simultaneously also to provide the scientific policy-making basis for the coal mine development's region development planning and management.
