当前，我国正处在加快推进城镇化，全面建成小康社会的关键时期，建筑业作为国 民经济的主要支柱产业，其工程质量水平是建筑业发展的主要标志之一，它将直接影响 国家经济发展速度和内在质量。搞好工程质量最直接、最重要的手段是政府对工程质量 的监督管理。各国都将其作为政府的一项主要职能工作，制定了一套适合本国国情和行 之有效的工程质量监督管理体系。但是，由于我国处在社会转型期，建设工程质量基层 监督站的监管模式和体系还不完善，作用发挥不够充分，为此，创新和完善基层监督站 的监管模式显得尤为重要。 本文以我国东部经济发展较快的山东省为例，在对国外一些先进国家、地区和国内 建设工程质量监督管理的方式方法进行了解、调查、分析的基础上，概述和分析了相关 理论和先进国家工程质量监管模式及其特点，分析提出了山东省建设工程质量基层监督 站原有监管模式存在问题以及问题产生的原因，为构建监管模式奠定了基础；重新构建 了山东省建设工程质量监督基层监督站监管模式。该模式包括监管目标、组织定位及架 构、监管配套制度、监管运行机制和监管保障体系等内容。通过在部分监督站的实施证 明，该监管模式对保证建设工程质量的持续改进，有效地维护国家和公众的建设工程质 量利益具有重要作用，必将在整个山东省建设工程质量基层监督站具有推广应用价值。

At present, the country is on the critical period of fast development of utilization and in the process of building comparatively well-off society. The construction industry has been the pillar in the national economics. The level of the engineering quality is the one of the main symbol of building industry development, which will affect the national economical development speed and internal quality. The supervision and management of the government is the most straight and important means to ensure the quality of engineering. All the government put the quality control is one of the most important works and established a set of project quality supervision and management system to suit for the corresponding country. However, our country is at the status of social transformation, there exists many shortages in the supervision model and systems, and can not play its function effectively. So the innovation and perfection of the supervision pattern of the grassroots station is critical at present. This paper takes Shandong province as an example. On the base of the research and analysis on the experiences of quality supervision and management of the foreign advanced countries and the means and methods used in domestic during the past years, the related theory and the supervision pattern and the character of the advanced countries are summarized and analyzed. And the existed problems and the reasons of the original grassroots supervision station in Shandong province are put forward and analyzed, which lay a foundation for the establishment of the new supervision pattern. The supervision pattern is rebuilt, which includes supervision object, organization orientation and frame, the supervision run mechanism, the supervision guarantee system, the supervision supporting system and etc. The applications of the new supervision pattern in some of the grassroots station in Shandong province show that there are important meanings for the continuous progress to the construction engineering quality and effective protection of the interest of the nation and the public. And it will surely have application and spread value in the whole grassroots supervision stations of Shandong province.
