近年来随着我国经济的快速发展，大部分城市的城区与近郊的土地利用日益融为一体，城乡土地利用的一体化已经成为各地城市建设发展的共同趋势。论文在探讨了城乡一体化地籍的概念，分析了当前地籍管理的背景和一体化地籍管理的发展的基础上，以及城乡一体化地籍数据库管理的对象和功能后，对城乡一体化地籍数据库的数据模型进行了分析和设计。提出了分块和分层管理城乡地籍数据的方法，即把一个县或市按所辖的乡镇分为若干个块，把地籍数据分为区划层、权属层、地类层、地形层、业务管理数据层等五层进行管理；最后，按照设计的地籍数据模型，探讨了基于ARC GIS建立城乡一体化地籍数据库的建设方法，对地籍数据库中的数据格式转换、属性与图形数据的关联等关键技术进行了研究，为城乡一体化地籍信息系统建设提供了应用参考。

In recent years, with the rapid development of economy in our country, there has been fast construction land expanded in a majority of cities, most cities and their suburbs' land-use gradually merged, urban and rural land integrative use has already become a trend for city construction. Based on discussion on the concept of cadastral urban-rural integrative in the paper, analyzing current background of cadastral management , development of urban and rural integrative cadastral management and management objects and functions of urban and rural integrative cadastral database, designing data model of urban and rural integrative cadastral database. Method of managing cadastral data by plotting and delaminating is presented, that is, it plots the land of villages and towns into some pieces and manages cadastral data by district layer, the cadastral data is divided into zoning layer, land-ownership layer, land-type layer, terrain layer, business management data layer such as five layers of data management. In the end, in accordance with the design of the cadastral data model, researched on the establishment of urban and rural integration cadastral database based on the Arc GIS building method, this paper discusses how to transfer the old cadastral data into the new cadastral data in URICD, and relationship of attribute data and graphics data, which applies reference for establishment of URICIS.
