随着社会经济的大力发展以及国家政策的不断变化，各行各业都对建设投资控制提出了越来越高的要求。 煤炭建设项目具有建设周期长、一次性投入大、不确定性强以及预期风险高等行业性特点，尤其需要建设投资控制的严格把关，否则极易造成国家资金浪费、项目建设拖后等实际问题。 纵观工程项目的整个周期，决策阶段对最终造价的影响力最为重大，且对工程项目其他阶段的造价控制起决定性作用，因此是需要重点把握的关键环节。 本文对比了目前国内外建设项目工程造价的基本现状，阐明了在设项目决策阶段建工程造价及控制的内容和原则，在此基础上，深入研究分析了煤炭行业在这一阶段工程造价自身所具有的特点，即具有极大的不确定性、工期长、行业跨度大、多样性的计价依据和高额的投资水平。正因为煤炭建设项目有这样的特点，从一开始，在决策阶段对其进行工程造价控制显得尤为重要。 在以上理论的基础上，本文结合实际工作情况，以马营堡矿井及选矿厂建设案例作为具体研究对象，对项目概算超估算的情况进行了抽丝剥茧的对比分析， 找出了作用于投资变化的四大方面原因：即设计方案变动、编制依据变化及市场价格上涨、可研阶段设计深度低、施工方方案变化等。这些因素是导致造价失控的主要原因。 最后，针对这些原因，本文对如何改进决策阶段煤炭建设项目工程造价控制进行了研究，并提出了相应的对策。主要建议有： 第一，加大对煤炭建设项目在决策阶段投资控制的力度，要从理论更新、健全机制和加大设计深度三方面入手。 第二，要努力实现项目多方的有效沟通，即企业同国家和当地政府的沟通，业主、设计方和承包方的多方沟通，以尽早避免投资失控。 第三，建立有效的风险应对机制，建立自己的数据库，实时跟进市场价格水平，并充分考虑未来市场情况，结合国家政策作出前瞻性预判。 第四，努力提高从业人员专业水平和从业素质，提高其责任心，以作出真正成熟可靠的决策和设计，进而提高工程造价的精准度。

Along with powerful development of social economy and successive changes of national policy, various industries present a high demand on Manipulation of construction investment. Considering that coal construction project has industry-specific features, such as long cycle of construction, expensive one-time investment, strong uncertainty, high expected risks, etc, it especially needs stringent check from manipulation of construction investment. Otherwise it can easily cause many practical problems, for instance, waste of state funds and delay of project construction. Decision phase is the leading part of Manipulation of construction investment throughout the whole period of construction projects, which plays a decisive role for manipulation of engineering cost of other phases. Decision phase is the key link to be seized in the first place. This paper compares domestic basic situations of engineering cost of construction projects with foreign ones at present, illuminates contents and principles of engineering cost and control in decision phase of constructing projects and analyzes characteristics of engineering cost of coal industry in decision phase. Based on the above theory and combined with practical work situation, this paper employs MaYingbao Mine and construction of concentrating mill case as the research object and makes a painstaking investigation on project budget exceeding estimate. The main reasons that leads to out-of-control cost are design scheme changes, market price rising, lower design depth during feasibility research stage and scheme changes from construction side. In view of these reasons, how to improve the cost control of coal construction project is studied in depth and corresponding countermeasures are put foreword in this paper.
