国有煤炭企业党的建设是国有企业党的建设的重要组成部分,是国有企业党的建设在煤炭行业的具体展开,二者为一般性和特殊性的有机统一。国有煤炭企业基层党组织,指的是在国有煤炭企业党委的统一领导下,建立于各基层工区和机关部室中的党的基层组织,主要包括党总支和党支部。国有煤炭企业基层党建工作内容涵盖组织建设、制度建设、队伍建设、阵地建设、融入中心五个方面。推进国有煤炭企业基层党建高质量发展有利于增产保供,保障国家能源安全、夯实国有煤炭企业安全基础、打造行业绿色低碳发展先锋企业,助力国家绿色、清洁、低碳、安全、智慧、高效的能源体系构建。 国有煤炭企业基层党建历经初步探索、巩固提高、动荡发展、承前启后、高质量发展五个历史发展阶段,积累了一些宝贵的经验,也取得了明显的成效,党的十八大以来,国有煤炭企业基层基础得到加强、组织生活制度得到落实、党组织作用进一步发挥。然而,发展过程中涌现出的一些薄弱环节和问题同样不容忽视,如党员教育管理形式单一,党员队伍生机活力不足、班子队伍素质较低,支部组织能力有待提升、党建与安全生产“两张皮”,党建工作实效化不足、党建品牌创建意识不强,党建品牌抓“痛点”不准等问题,主要原因在于思想认识不到位,动力不足不愿抓、党建素质不到位,能力不足不会抓、过程督导不到位,担当不足不善抓等。以上问题的存在,不同程度上制约了国有煤炭企业基层党建工作的高质量发展。 国有煤炭企业基层党建工作的高质量发展,实质是深刻把握和客观遵循党建工作的基本规律和发展特点,提高党建工作标准化、规范化、科学化水平。实现国有煤炭企业基层党建工作的高质量发展,必须坚持以习近平关于国有企业党的建设的重要论述为指导,直面国有煤炭企业基层党建突出问题和制约因素,补短板、强弱项、夯基础、抓提升,从创新党员教育管理形式,提高党员学习教育实效、强化业务知识学习培训,提升支委班子履职尽责能力、深化党建业务融合,提升党建服务水平、积极打造党建特色品牌,激发基层党组织活力四个方面入手加以改善。 |

The party building of state-owned coal enterprises is an important part of the party building of state-owned enterprises and the specific development of party building in state-owned enterprises in the coal industry. Grassroots party organizations of state-owned coal enterprises refer to the party's grass-roots organizations established in various grass-roots work districts and organs, departments, and offices under the unified leadership of the party committees of state-owned coal enterprises, mainly including the general party branch and the party branch. The grass-roots party building work of state-owned coal enterprises covers five aspects: organization construction, system construction, team building, position construction, and integration into the center. Promoting the high-quality development of grass-roots party building in state-owned coal enterprises is conducive to increasing production and ensuring supply, ensuring national energy security, consolidating the safety foundation of state-owned coal enterprises, creating a pioneer enterprise for green and low-carbon development in the industry, and helping to build a green, clean, low-carbon, safe, intelligent and efficient energy system in the country。 The grass-roots party building of state-owned coal enterprises has gone through five historical development stages of initial exploration, consolidation and improvement, turbulent development, inheriting the past and opening up the future, and high-quality development, accumulating some valuable experience and achieving remarkable results. However, some weak links and problems that have emerged in the process of development cannot be ignored, such as a single form of education and management of party members, insufficient vitality of the party member team, low quality of the team team, branch organizational ability to be improved, party building and safe production "two skins", insufficient effectiveness of party building work, lack of awareness of party building brand creation, party building brand grasping "pain points" are not accurate, etc., the main reason is that ideological understanding is not in place, insufficient motivation is not willing to grasp, party building quality is not in place, insufficient ability will not be grasped, process supervision is not in place, etc. Insufficient responsibility is not good at grasping, etc. The existence of the above problems restricts the high-quality development of the grass-roots party building work of state-owned coal enterprises to varying degrees. The essence of the high-quality development of grass-roots party building in state-owned coal enterprises is to profoundly grasp and objectively follow the basic laws and development characteristics of party building work, and improve the standardization, standardization and scientific level of party building work. To achieve the high-quality development of grass-roots party building in state-owned coal enterprises, we must adhere to the guidance of Xi Jinping's important exposition on party building in state-owned enterprises, face the prominent problems and constraints of grass-roots party building in state-owned coal enterprises, make up for shortcomings, strengths and weaknesses, lay the foundation, grasp promotion, from innovating the form of party member education and management, improve the effectiveness of party member learning and education, strengthen business knowledge learning and training, enhance the ability of branch committee teams to perform their duties, deepen the integration of party building business, improve the service level of party building, and actively build a party building characteristic brand. The four aspects of stimulating the vitality of grass-roots party organizations should be improved. |
