放顶煤开采中,当煤层为坚硬特厚煤层时,顶煤采出困难,也严重威胁工作面安全生产。而坚硬煤层综放预裂爆破施工安全评价是以实现顶煤预裂爆破安全为目的,顶煤预裂爆破系统的复杂性决定了它的安全评价是一项复杂的系统工程,所以准确、合理、有效的对综放预裂爆破施工安全综合评价研究至关重要。
本文以确定对综放预裂爆破施工安全综合评价为目的,以综放预裂爆破施工阶段为研究对象,将综放预裂爆破施工的整个过程分为钻孔、装药封孔、装雷管起爆、安全防护、联网校核和施爆五个阶段,对每个阶段进行了全面的危险源辨识,判断施工过程中发生事故的可能性。利用层次分析法、模糊评价等方法将爆区环境、爆破安全管理、设计安全现状和施工安全现状等要素优化匹配,建立了合理、有效的综放预裂爆破施工安全综合评价指标体系。指标体系由4个一级指标,19个二级指标和45个三级指标组成,并对评价因素进行了具体分析。为实现评价指标体系的实用性、可操作性,对指标进行了量化处理。首先,采用专家调查表法和层次分析法,确定了各指标的权值;然后,运用模糊综合评价法,对坚硬煤层综放预裂爆破施工工作面进行了安全综合评价。
现场应用中,将此评价体系应用于新疆吉新煤矿11A601工作面安全评价过程:首先,通过两级评价指标权重的确定,并对其层次总排序和一致性检验,得出层次总排序(CR)结果为0.0076,即具有满意的一致性;然后,制定出顶煤预裂爆破的安全检查表,结合现场情况,进行逐一对照打分;最后,利用模糊综合评价计算方法,计算出各个指标的评价结果,得出系统总得分为78.71,即得出该工作面安全等级为“好”,与实际安全情况相符合,并根据评价的结果,结合安全检查表中一般,差,很差项,提出了改进措施。并体现该体系科学、简单又实用,在安全评价工作中具有重要的指导意义。

During the mining of top coal caving, if the coal seam is hard and super thick coal seam, the top coal will be difficult to mine, which seriously threat the safety production of working face.the safety evaluation study of hard coal fully mechanized pre-splitting blasting is to achieve safety of the top coal pre-splitting blasting. However the complexity of the top coal pre-splitting blasting process determines that its safety evaluation is a complex systematic project, so, It is vital of accurate, reasonable and effective to safety comprehensive evaluation of fully mechanized pre-splitting blasting.
The aim is to implement safety comprehensive evaluation of fully mechanized pre-splitting blasting in this paper. And take the construction phase of fully mechanized pre-splitting blasting for research object, divided the entire construction process into five stages of drilling, charging and sealing, priming and firing, security protection, checking network, and blasting, analysis the possibility of accidents during the construction process by using of comprehensive hazard identification. Through optimizing and matching the blasting area environment, the design of the security status, the construction safety status, blasting management, and other elements, established a reasonable and effective fully mechanized pre-splitting blasting safety comprehensive evaluation index system. The index system consists of 4 one-level indicators, 19 secondary indicators and 45 three-level indicators, and the evaluation factors are specifically analyzed. For practicability and maneuverability of evaluation index system ,It is needed to quantitative disposal for index: firstly, it is obtained weight of every index according expert questionnaire method and analytic hierarchy process; secondly, comprehensive safety assessment for presplitting blasting construcion face of hard coal full mechanized top coal caving by using fuzzy comprehensive evaluation.
In field application, evaluation index system applied to the safety assessment for face 11A601 Jixin coal mine of Xinjiang, firstly, selected the weight of two stage evaluation index, arranged it’s hierarchy and checked up it’s consistency, the results of CR is 0.0076, that is having a good consistency; then, developed the top coal blasting safety checklist, controled and graded for every particular according to the field situation; finally,calculated results of the evaluation of various index by using of fuzzy comprehensive evaluation, and obtained the score is 78.71, that is safety grade of working face is “good”, which well coincide with the actual situation. Based on evaluation results and content of “ordinary”、”poor”and “very poor”of safety check list, improvement measues are put forward. This system is scientific, easy and practical, which makes it have great importance during the work of safety evaluating.
