随着社会经济的快速发展,非农建设用地随之猛增,土地供需矛盾逐渐突出。我国人口多、耕地少,资源相对不足,且随着人口的不断增长,土地的供需矛盾日益突出。土地的供给成为影响经济发展的主要限制因素之一。因此,土地利用不能任其自由发展,要科学的管理、利用土地。土地利用规划就是我们必须采取的有力措施之一。
土地利用规划是根据土地开发利用的自然和社会经济特点,对土地利用现状和后备土地资源潜力进行综合分析研究,在预测土地利用变化的基础上,根据需要和可能提出规划期内的土地利用目标和基本方针并保证实施。在当前,土地利用规划存在对资料缺乏有效的管理方法、信息处理速度慢、信息难以共享、规划方法落后等不足之处。而基于GIS技术的土地利用总体规划管理信息系统在数据更新、方案调整、用地量统计、动态决策等方面有着卓越的功能,从而为土地利用管理提供了更科学合理的定量依据。
GIS是信息技术的一个重要组成部分,在信息社会中具有越来越重要的位置。传统的GIS软件不能完全满足GIS应用的需求,也不符合软件技术发展的潮流,在许多方面面临严峻的挑战。组件式GIS(ComGIS)是基于组件开发技术的新一代GIS,是解决传统GIS所面临问题的技术体系。
本文首先介绍了土地利用规划管理的基本概念、基本内容与任务,以及目前规划管理中所存在的问题,进而阐述了建立土地利用总体规划管理信息系统的必要性、系统的优越性,以及建立系统的可行性,讨论了GIS软件技术体系的发展、GIS的不同开发方式、ComGIS的现状及发展趋势以及MapX核心技术,提出了运用当今流行的组件技术,研制土地利用规划管理信息系统,来满足县级土地管理部门的土地利用规划业务工作需求。最后,笔者利用MapX控件结合面向对象程序设计语言VC++,采用面向对象的开发方法,对县级土地利用规划管理信息系统的进行了研究。

With the rapid development of social economy,the demand for non-agricultural construction land is increasing, so that the land supply and demand is in ever-growing conflicts. Since China is a country with great population, less arable land, and comparatively insufficient resources, the conflicts between land demand and supply becomes more and more striking with the increased population. The land supply becomes one of the main constraints to economic development. In a result, we should manage and utilize the land scientifically and cannot leave the land utility goes as it used to be. The overall planning of land utility is one of the effective measures we have to employ.
Land Use Planning(LUP) is a system that analyzes and studies comprehensively about the present situation of Land Utilization and the potential of reserved land resources based on these related factors: economy and technology conditions of nature and society, the historical basis and characteristics of the present situation. After forecasting the changes of Land Utilization, LUP brings up an objective within the planed period and a fundamental policy according to the need and possibility, and then ensures it to be carrying out. At present, there are some shortcomings of LUP, such as deficiency of effective management method, low speed of information processing, difficulty of information sharing, backward method of planning etc. The management information system of overall planning for land utility based on GIS technology possesses superior functions in terms of updating data, adjusting scheme, land utility statistics and dynamic decision, which provides a more scientific quantitative data for land utility
GIS is an important part of information technology and has an illustrious position in information society. Traditional GIS software cannot satisfy GIS applications completely, and it also cannot conform to the trend of software development technology any longer. So it is faced with severe challenges. ComGIS based on component development technology is a new generation of GIS, which expects to solve problems that traditional GIS have.
This paper introduced the definition, the content and the mission of the land-use planning management and the problem of the current land-use planning management.It discussed the necessity,the superiority and the feasibility of building the system, the development of GIS software technology system,the different development methods and the present situation and the tendency of ComGIS,the core technology of MapX,and then do some research on land-use planning MIS using popular component technology to meet the need of land-use planning management business at the rank of county.At last,this paper research on land-use planning management information system via MapX control and visual c++.
