随着科学技术的日益进步，科技不断向服务业的渗透，现代服务业的发展进入了一个全面加速的时期。现代服务业的发展在经济发展中的支撑带动作用不断增强，西安市的现代服务业已成为一个支柱型产业。结合西安实际，制定与西安市规划协调相一致的现代服务业发展战略，是推动经济快速发展的关键。 本文对西安市现代服务业发展的状况进行了分析后，认为现代服务业对于国民经济增长、企业营业收入、企业投资力度、居民收入水平、社会就业等方面具有重要的拉动作用。 运用统计数据进行实证分析后认为，虽然西安市现代服务业其增加值占GDP比重的绝对值与全国其他发达城市的水平差不多，但是仍然存在企业规模偏小，科技含量较低、竞争力较弱、产业化程度不高等问题，这些是导致西安市的就业结构变动明显落后于国民生产总值的产值结构变动的原因。在对现代服务业进行界定分类后，以现代会展业和现代物流业为例子，并引入SWOT分析模型，对其内部条件和外部条件各方面进行概括，通过分析优劣势、面临的机遇和威胁后，构建了现代会展业和现代物流业的SWOT矩阵战略模式。 遵循发展西安市现代服务业的指导思想、战略目标和战略重点，提出了西安市现代服务业发展的战略对策：调整产业结构、完善体制机制、壮大龙头企业、构筑人才高地、拓展发展空间、降低准入门槛、实行品牌战略。加快发展现代服务业，壮大特色服务业，拓展生产服务业，提升生活服务业，以西安为龙头，把现代服务业构建成一个支柱型产业。
