随着社会经济的日趋多样化,土地资源利用变化迅速,使得政府业务部门,特别是土地管理部门的业务流程变得十分复杂,工作难度增大。原有手工管理图纸的模式已经越来越不能满足高效土地管理的需要,土地信息是海量的、异构的,不仅包含大量空间信息和属性信息,还包含大量批文、图片以及声像资料,加上土地信息变更频繁,造成土地历史资料数据量庞大。因而如何利用GIS 技术以及计算机通信网络技术有效管理组织各类土地信息,使之可以方便的获取、存贮、管理和显示,而且还可以对土地利用进行有效的监测、模拟、分析和评价,为土地管理提供全面、及时、准确和客观的信息服务和技术支撑,已成为土地管理信息化建设的主要目标。 本文以上海市土地地理信息系统为具体对象,提出了土地地理信息系统的总体结构,通过比较国内外GIS软件平台,选择ArcGIS作为开发平台;然后讨论了系统的实现技术和开发环境,确定了采用VC#+ArcMap的开发方式来完成土地地理信息系统的开发;接着进行了系统功能的详细设计,并采用最新的面向对象的数据模型—Geodatabase,完成了系统数据库的设计与建立;最后利用可视化的开发工具VS2005.NET,进行了土地地理信息系统的开发实践,完成了数据管理、权限管理、土地规划、土地评价、图档管理、专题图制作等模块的功能。 本文的研究对于土地地理信息系统的建设,具有重大的现实意义;对于促进ArcGIS技术在土地管理方面的研究与应用,也具有积极的意义。

With increasing diversification of society and economy, land use is changing rapidly, which makes government departments’ operation flow quite complex, especially land supervision branches’ and increases their working difficulties. Original means of handworked managing drawing has not able to meet the requirements such as efficient land management, because land information is mass、isomerous and include not only mass spatial and attribute data but also documents、images 、audio and kinescope information. Land use changing rapidly causes mass land history data come into being. So it is a primary goal of land management information construction to efficiently manage and organize all kinds of data using GIS and computer communications technology in order to make these data accessing、storage、management and display convenient, to make us inspect、simulate、analyze and evaluate land use and to provide full、true、external information service and technology support in time. This paper first takes the construction of Shanghai land geography information system as the concrete target, brings forward the general structure of Land Geography Information System, chooses ArcGIS as our developing platform through comparing domestic and foreign GIS software platform; Secondly, realization technology and developing environment of our system are discussed, the secondary developing method of combination VC# based on ArcMap is chosen to complete land geography information system development task; Thirdly, our system is designed in detail, and system database is also designed and created supported by the latest object oriented data model, namely Geodatabase; Finally, Land Geography Information System is established supported by visual developing tools VS2005.NET. The functions such as data management, right management, land plan, land evaluate and image and document management are fulfilled. Our research has great realistic significance on the development of land geography information system. It also has positive effect on promoting the study and application of ArcGIS in the field of land management.
