进入21世纪，中国在全球化、市场化、信息化与法制化的背景下，正以前所未有的速度步入现代化，大学生将成为实现这一进程的中流砥柱。然而，在国际国内形势发生深刻变化的今天，特别是在依法治国，建立社会主义法制国家方略的实施过程中，部分大学生中存在着法律意识淡化等问题，甚至违法犯罪现象也时有发生。这一切，对大学生法制教育提出了更高的要求。在建立健全法制社会，构建和谐社会，大力推进素质教育的过程中，加强大学生法制教育的研究显得尤为重要。 论文应用法理学、教育心理学、思想政治教育学等理论方法，对大学生法制教育问题展开研究。通过对大学生法律素质进行调查，对当前大学生法制教育的现状进行评价，发现大学生存在法律信仰淡漠、法律知识欠缺、心理健康状况不良、违法犯罪的根源认识不够充分等问题，同时也发现存在大学生对法律素质提高的迫切要求与当前法制教育水平不高的矛盾。论文在新的历史环境下，从社会、家庭及社区、高校教育以及大学自身特征四个方面系统分析了影响大学生法制教育的主要因素，深层次剖析了大学生法制教育问题的根源。论文认为，新时期大学生法制教育应遵循教育与自我教育相结合、疏与导相结合、全面渗透、理论与实践相结合以及差异对待的五大原则。最后，论文提出在新时期大学生法制教育的六大对策，即加强思想道德教育、法制教育与社会化教育相融合、引导大学生进行自我完善、加强心理健康教育、重视家庭与社区教育以及积极应对信息化。

In the 21st century, China is stepping into modernization at an unprecedented rate in the background of globalization, market, information technology and Legalization. Graduates will be mainstay in the realization of this process in the future. However, there are some college students whose legal consciousness are weak, and criminal behavior also occurred frequently in the current period that international and domestic situation have been changed profoundly, particularly in the process of governing the country according to law and building a socialist country ruled by law. All these put forward higher requirements to legal education. Strengthening legal education of undergraduates is very important in the process of establishment of legal community, building a harmonious society, and vigorously promoting quality education. The paper applies jurisprudence, educational psychology, ideological and political pedagogy theory to research the issues of legal education of college students. Through the investigation of the legal quality of undergraduates and evaluation of the current status of legal education, the paper finds that undergraduates exist some problems, such as lack of legal faith and legal knowledge, poor mental health, inadequate understanding of crimes primary causes, and also finds the conflict between an urgent need to improve the legal quality of undergraduates and the current low legal education level. In the new historical circumstances the paper systematically analyzes the main factors which impact legal education, and thoroughly analyzes the origin of legal education problems from four aspects that are society, family and community, higher education and characters of college students. Five principles which legal education of undergraduates should follow in the new period are presented in this paper, which are combination of education and self-education, combination of clearing thinking and guiding, full penetration, combination of theory and practice，and differential treatment. Finally, the paper put forwards six countermeasures of undergraduate legal education problems in new periods which are strengthening ideological and moral education, integration of social education and legal education, guiding students to self-improvement, strengthening mental health education, pay attention to family and community education, and actively responds to information technology.
