新疆煤炭资源极其丰富，储量大，煤质好，开采条件简单，是我国重要的能源战略基地。由于历史和政策的原因，开发存在着煤炭资源勘查严重滞后，开发秩序混乱，结构不合理，煤矿专业人才短缺等方面的问题。开展关于新疆煤炭资源开发战略的研究，对新疆煤炭资源合理开发，实现经济社会可持续发展具有重大意义。 通过对中国煤炭工业发展历程和新疆煤炭工业发展现状进行对比总结，对新疆煤炭资源开发过程中存在的问题，优势及劣势进行分析，并对新疆煤炭资源开发需求进行预测。 在分析新疆煤炭发展的优劣势的基础上，对新疆煤炭工业发展的基本思路以及煤炭资源开发的“七大战略”进行深入研究。通过“国家煤炭基地”和“西煤东运”战略的主要阐述，提出了四大煤炭基地建设思路以及用数学模型对“西煤东运”可能性进行论证，确定了煤炭的运输范围及运输通道。 针对新疆煤炭资源发展的现状和“七大开发战略”的特点，对实施战略的具体措施进行探讨。在建立专家小组，对煤炭资源科学调研的基础，对新疆煤炭资源开发的准入条件以及对缺煤地区的煤炭工业发展提出建议。 最后，以新疆昌吉市煤炭资源开发现状为研究对象，进行煤炭资源开发战略的实践研究。分析了昌吉市煤炭资源情况，通过调研分析现有煤炭资源开发利用问题，提出昌吉市煤炭工业发展战略和实施的具体措施。 研究表明，在对煤炭资源进行科学调研的基础上，遵循新疆煤炭资源开发战略的基本思路以及“七大开发战略”，较好的实现了昌吉市煤炭工业发展及资源整合。
