煤层气是以甲烷(CH4)为主要成分,以吸附状态赋存于沉积盆地的煤层中,与煤同体共生的能源矿产。煤层气是一种洁净能源,它的开发和利用,不仅可以减少煤矿开发的灾害,可以减少甲烷向大气中排放所造成的环境污染,而且可以接替和补充常规天然气的能源矿种,从而有着极大的经济价值、社会效益和环境效应。
煤层气地面抽采在我国是一个新兴的行业,经过十几年的发展,部分开发条件好的地区已进入规模化、产业化的发展道路,但是由于各方面的原因和条件限制,以往的煤层气抽采项目中很少或是没有进行经济评价工作。为适应我国煤层气产业的快速发展的需要,提高项目决策的科学化水平,引导和促进煤层气产业健康、有序发展,充分发挥投资效益和社会效益,有必要对煤层气地面抽采项目进行经济评价研究。
本文通过对煤层气地面抽采工程的开发方式、开发阶段、服务年限等进行研究;通过对煤层气地面抽采项目的特点、经济评价的作用和原则进行研究;通过对煤层有效厚度、含气量、渗透率、地解比、含气饱和度、吸附时间和水文地质条件等地质参数研究;对钻井工艺、完井工艺、增产工艺、排采工艺和生产系统工艺等工艺技术参数研究,对项目总投资、生产成本、煤层气价格等经济参数研究,并结合煤层气抽采项目的投资估算、资金筹措、生产收入、成本和费用、税收等经济指标,建立了煤矿区煤层气地面抽采项目经济评价的基本模型,该模型包括财务评价、国民经济评价和不确定性分析。通过对2个不同类型的煤层气抽采项目实例进行分析研究,结果表明:建立的煤矿区煤层气地面抽采经济评价模型是适用于煤层气地面抽采项目经济评价的,并且能取得良好的经济效益、社会效益和环境安全效益。
论文通过对煤矿区煤层气地面抽采项目经济评价研究,其经济评价指标和经济评价模型对以后类似的项目能起到经验借鉴作用。

CBM is symbiotic minerals with coalbed, the main component of CBM is methane which is adsorbed in coalbed. CBM develop and utilize which not only can reduce the coal mine disasters and environmental pollution, but also can replace and supplement to conventional natural gas, and has great economic value, social benefit and environment effect.
CBM surface extraction Project is anemerging industry in China, after more than ten years of development, which has had a way of large-scale and industrialization in part of the good development condition area. But the previous projects had no made economic evaluation or a little due to vatious reasons and conditions. It is necessary to make the study of economic evaluation in the CBM surface extraction project, in order to adapt the rapid developmental demand for CBM industry in China, improve the scientific level of decision-making, guide and promote the healthy and orderly development of CBM industry, give full play to the investment benefits and social benefits.
Tha article studies some characteristics as development mode, development stage and length of service, and the function and principle of economic evaluation, analyse analyses some factors as geological factors, technological factors and economic factors, gets some parameters which is geological parameters, technology parameters and economic parameters, and introduces two instances. The result shows that the model which is set up to use these parameters and indexes is applicable to the economic evaluation of CBM surface extraction Project, and acquires well the economic benefits, social benefits and security benefits.
The economic evaluation indexes and economic evaluation model of Economic Evaluation of CBM Surface Extraction Project in coal mining area will provide reference for future similar projects.
