随着计算机技术、互联网技术、信息技术的飞速发展，网络地理信息系统正成为大众化的信息工具，越来越多的Web站点提供空间数据服务。WebGIS正在走入千家万户，并逐渐成为Web应用的热点问题。目前WebGIS的开发平台有很多种，如:超图的SuperMapIS.net, ESRI的ArcIMS等。利用这些平台进行开发时，服务器端的配置较为繁琐，而且对服务的管理也比较麻烦。利用ArcGIS Server可以简单快速的进行服务器端的配置和服务的集中管理，不但节省了时间，同时也提供了大量的空间数据操作和分析的组件，成为人们首选的WebGIS开发平台。 本论文以ArcGIS Server和.NET Framework为平台来研究和设计地图网络服务系统。本文首先分析了国内外研究状况，探讨了与系统设计有关的若干关键技术，包括WebGIS技术、ArcGIS Server技术.NET技术、关系数据库技术等；建立了Geodatabase数据模型，利用ArcSDE进行空间数据管理；然后基于B/S三层混合模式，利用C#语言和ASP.NET，在ArcGIS Server平台下进行二次开发，设计和实现了具有地图基本操作、地图查询和缓冲区分析等功能的地图网络服务系统；最后总结全文，提出意见和不足。

With rapid development of computer technology, Internet technology and information technology, WebGIS is becoming a popular information tool, a growing number of Web sites provide spatial data services.WebGIS is coming into tens of thousands of households, and has gradually become a hot issue in Web applications. At present, there are many development platforms of WebGIS, such as: SuperMapIS.net of SuperMap, ArcIMS of ESRI. With these development platforms, the configurations of server-side are cumbersome and have too much trouble in services management. Using ArcGIS Server provide express and easy server-side configuration and centralized management of the Service, not only saves time but also provides a lot of components of special data manipulation and analysis. It becomes the preferred development platform for WebGIS. This paper is basing on the platform of ArcGIS Server and .NET framework to study and design map network service system. First, the paper analyzes the research situation at home and abroad, explores a number of key technologies in system designing, including WebGIS technology, ArcGIS Server technology,.NET technology and relational database technology; set up a geodatabase Data Model, manage spatial data with ArcSDE; and then Based on B/S three-story mixed-mode, using C # and ASP.NET, in the ArcGIS Server platform under the second development, design and implement map network service system with basic function, such as map operation, query and buffer analysis; At last it provides the summary and gives advices and disadvantages of the whole text.
