随着丝路申遗保护工作的不断加强，我国大遗址的保护越来越多的受到了人们的重视，特别是政府部门在其保护中承担着重要的协调责任。在考古大遗址保护性开发的实践过程中，因为保护与开发过程中各利益相关者目标不同而且关系复杂，所以产生了一系列的矛盾与纠纷，如资金短缺在大遗址文物保护中的问题、利益的分配在大遗址保护性开发中的相关问题等，这些问题影响着旅游业的可持续发展，在维持旅游业的可持续发展过程中，如何平衡当地居民、政府及投资商（包括旅游企业）之间的利益关系，并且要兼顾经济、社会、文化、生态环境的合作竞争机制是不可回避的课题。 文章通过整合、分析、总结相关文献及理论，运用定性分析与定量分析相结合的方法，将博弈、利益关系和景观廊道等相关理论运用到大遗址的保护与开发研究当中，对大遗址保护与开发的现状与矛盾进行了阐述，对汉唐帝陵保护性开发中各利益方的行管问题进行了分析，构建出了汉唐帝陵保护性开发中各方的利益机制，能够清晰而又完整地分析各利益主体间的相互关系，探讨各利益主体在大遗址的保护与开发中的行为及其相应的结局。 大遗址的保护性开发是一个长期的、动态的、全面的旅游发展过程，这就要求研究者必须基于整体的观点，全面系统的剖析这一过程中出现的所有矛盾与现象，并提出可行性的意见或建议。目的在于最大程度上合理地利用大遗址资源，并使大遗址保护与旅游开发和谐统一，实现大遗址旅游的可持续发展。

With the arrival of the Silk Road World Heritage protection boom, to protect our great site has also been of great importance to the community sessions, especially the government in the great site protection plays a positive role.In the ruins of the preservation and development of the practice, because of the stakeholders in the process of protection and development of different targets and their relationship is very complicated, so the breeding of some sharp contradictions and disputes: the absence of large site of protection funds, great site protection development in the distribution of interests ,etc. These problems have influenced the sustainable development of tourism, and more and more attention from the industry and people. So in the sustainable development of tourism industry how to better balance the local residents, the government and investors (including tourism enterprises) between interest relations, and give consideration to the economic, social, cultural, ecological environment of the mechanism of cooperation and competition is unavoidable issue. Through systematic analysis summarizing the relevant literature and theory, qualitative analysis and quantitative analysis method of combining the game theory ,interest relation and landscape corridor theory was applied to the research on the protection and development of large sites, of great site protection and development current situation and problems are described, on the interests of the Han and Tang ancient king cemetery of protective development in tube are analyzed, of the establishment of the Han and Tang ancient king cemetery protection development in all parties benefit mechanism, to clear and complete analysis of the mutual relationship between the various stakeholders, to explore the various stakeholders in the protection and development of the great ruins behavior and its corresponding outcome. Great site protection and development is a dynamic and progressive, system in the process of tourism development, the requirements of people abandon only based on the attitude of the state of matter cultural heritage protection and comprehensive analysis of all the paradoxical phenomenon appeared in the process, and bring forward opinions on solutions. Great site nature of public resources to determine their protection work is facing the prisoner's dilemma, to build a win-win mode of the game for the governance of their problems will be explored, in order to maximize the rational use of resources, great site, and site protection and tourism development harmony and unity.
