近年来,随着经济建设的迅速发展,由此带来的环境外部性问题也日益凸显,加强建设项目的环境影响经济评价工作对于解决经济活动产生的环境影响具有实际的指导作用。环境影响经济评价是建设项目需要投入的环保投资所能收到的经济、环境和社会效益的一种经济度量,它是将环境成本内部化的有效的手段之一。综合国内外的研究现状,对于煤炭建设项目的环境影响经济评价不在少数,但是如何将环境影响的损失有效的纳入到企业的经济核算里面,使开发者注重环境成本,也为环境保护提供费用来源,这需要做出更大的努力。
本文在综合国内外的研究成果的基础上,利用费用效益分析方法(CBA)和货币化技术方法相结合,对煤炭建设项目的环境影响进行经济评价。在对煤矿环境影响识别的基础上,建立了指标体系,指标体系包含了环境费用指标和环境效益指标,并根据费用和效益承担对象的不同,把环境费用指标分为直接费用指标和间接费用指标,环境效益指标分为直接效益指标和间接效益指标,其中涵盖了生产力、人体健康、生态资源及人类福利四个方面。对筛选出的指标利用货币化技术将其货币化,并进行现值计算,对计算的结果使用费用效益方法的分析指标效费比、净现值等进行评价。
通过计算,赵家梁煤矿环境保护工程的总费用现值为32963万元,总效益现值为32442万元,可见净效益现值是负值。这是因为在环境影响经济评价中,很大一部分的生态效益、社会社会效益还不能用货币体现出来。

In recent years, along with the rapid development of economic construction, the environmental externality problem has also become increasingly prominent, therefore, strengthening economic evaluation of environmental impact in the construction project to solve the environmental impact of economic activity,is of practical guidance. Economic evaluation of environmental impact is a kind of economy measure in economic, environment and social benefits which are form environmental protection investment of construction projects, it is a effective mean which can internalize environmental cost.Based on the state in both domestic and overseas in this field, study on economic evaluation of environmental impact in the coal construction projects is not a few, but how to effectively internalize the loss of environmental impact, to enable developers to pay attention to environmental cost,at the same time, provide cost source for the environmental protection, it is the need to make greater efforts.
In this paper, on the basis of the research results at home and abroad, combine cost-benefit analysis (CBA) and monetized technology, to do economic evaluation of environmental impact in coal construction projects. In this process of identification of environmental impact, the index system contains the environmental cost index and environmental benefit index, and according to the cost and benefit for different objects, the environmental cost index is divided into direct cost index and indirect cost index, the environmental benefit index is divided into direct and indirect benefit index, which covers the productivity, human health, ecological resources and human welfare. Monetize the selected indicators using monetized technology method, then based on the CBA for present values, in the end, using CBA to analyze the results.
Through the calculations, total cost of environmental engineering in Zhao Jialiang coal mine is $329.63 million, total benefit is $324.42 million, so net benefit is a negative value. This is because in the environmental impact of economic evaluation, a large part of the ecological and social benefits can’t be monetized.
