随着我国人口老龄化、亚健康等健康问题越来越突出，人民群众对于自身健康也愈发关注，健康服务业也随之发展起来。西安市医疗卫生资源雄厚、中医药发展历史悠久，在健康服务供给上有一定的基础优势。2019年西安市政府提出了“健康西安2030”的发展目标，鼓励西安健康服务业发展。但目前西安健康服务不论从供给总量、供给质量、供给层次以及供给结构上，都无法满足人民群众日益增长的健康服务需求。因此，制定合理发展策略以引导西安健康服务业又好又快发展，对于解决当前健康服务供需不平衡矛盾是非常必要的。

本文以马克思劳动创造价值理论为基础，运用供给侧改革理论、新时代主要矛盾变化理论、政府规制等理论，对西安市目前健康服务业发展总体现状，尤其对医疗卫生、老年护理、健康管理、健康保险四个内部行业供给情况进行重点梳理和分析。通过发放调查问卷对西安市居民健康服务需求情况进行实证调查，对比供需情况分析得出，西安健康服务业目前存在结构性供给不足、居民健康服务认知缺乏、多层次多样化供给不足、社会资本发育不足、业内发展不平衡不充分、政府扶持和监管不到位等问题。

经过研究分析，西安市健康服务业存在问题的主要原因在于居民健康观念相对保守、缺乏健康服务细分市场研究、政府财政投入不足、扶持政策不够、管理制度不清晰、健康服务人才也相对匮乏。结合马克思主义理论，本文从供给侧角度提出补短板，扩大健康服务业供给；调结构，满足健康服务细分市场需求；促融合，实现健康服务业平衡发展；强刺激，合理配置健康服务业资源；严管制，促进健康服务业规范管理；育人才，提高健康服务业从业水平等六项发展路径建议，以期为西安市健康服务业发展提供参考。

As my country's population ageing，sub.health and other health problems become more and more prominent，people are paying more attention to their own health，and the health service industry has also developed. Xi'an is rich in medical and health resources and has a long history of development of traditional Chinese medicine.It has certain basic advantages in the provision of health services.In 2019，the Xi'an Municipal Government put forward the development goal of "Healthy Xi'an 2030" to encourage the development of Xi'an health service industry.However，the current health services in Xi'an cannot meet the growing health needs of the people in terms of total supply，quality，level and structure.Therefore，it is necessary to formulate a reasonable development strategy to guide the healthy and fast development of Xi'an health service industry in order to solve the current imbalance between supply and demand of health services.

This article is based on Marx's labor creation value theory，using supply.side reform theory，the new era's main contradiction change theory，government regulations and other theories to give an overview of the current status of the development of the health service industry in Xi'an，especially for health care，elderly care，health management，Focus on sorting out and analyzing the supply situation of the four internal industries of health insurance.A sample survey was conducted on the health service demand of residents in Xi'an by issuing questionnaires，and an analysis of the comparison of supply and demand revealed that there is currently a structural shortage in Xi'an health service industry，a lack of awareness of residents' health services，a lack of multi-level diversified supply，and society Problems such as insufficient capital development，insufficient and uneven development in the industry，insufficient government support and supervision.

After research and analysis，the main reasons for the problems in the health service industry in Xi'an are the relatively conservative health concepts of residents，the lack of market research on health service segments，insufficient government financial investment，insufficient support policies，unclear management systems，and relatively scarce health service personnel.Finally，based on the problems and causes of the health service industry in Xi'an，this article proposes to supplement the shortcomings from the perspective of supply side，expand the supply of health service industry;adjust the structure to meet the needs of the health service market segment;promote integration and achieve a balanced development of the health service industry ;Strong stimulus，rational allocation of health service industry resources; strict control，promotion of standardized management of health service industry;nurturing talents，improving the level of health service industry，six development path suggestions，with a view to providing a reference for the development and construction of Xi'an health service industry.
