军队项目建设是为了保障军队作战、训练、科研、生活、生产的正常进行,具有军事时效性、工程选址和用途的局限性、保密性、综合性、投资管控紧等特点。由于军队建设项目的特殊性,其成本管控比一般项目更受制约,对成本管控人员的要求及考核难度更大,更具有挑战性。在满足军队项目建设目标要求的前提下,如何降低项目成本、提高效益与效率,是军队建设项目成本控制亟待研究的问题。

本文以军队建设项目成本管控为研究对象,首先以BIM为载体,通过梳理当前军队建设项目成本管控存在的问题及其特殊性,归纳出项目的成本管控需求,提出基于BIM的军队建设项目全寿命周期成本管控理念。其次从保密管理、策划阶段、设计阶段、实施阶段、运维阶段五个方面对军队项目成本管控平台功能需求进行分析,构建基于BIM的军队建设项目成本管控平台。在该平台的基础上从组织结构、流程、管理三个方面着手构建基于BIM的军队项目成本管控体系,实现成本管控的精细化、提高军队项目成本管控水平,从而达到军队建设项目“不超概,按期形成战斗力”的要求。然后对军队建设项目全寿命周期成本管控各个阶段影响因素进行归纳总结,得到包括两个维度,9个一级影响指标,以及41个二级影响指标的成本影响因素,构建出基于AHP-模糊综合评价法的成本管控评价模型;最后以某军队建设项目为例,围绕该项目的成本管控水平进行评价,并针对成本管理过程存在的问题提出相关建议,帮助相关方在项目建设过程中规避问题,更好的实现项目建设全过程的成本管控,提高项目成本管控水平。

通过本文的研究,解决了目前军队成本管控中存在的“保密要求高,投资管紧”等问题,构建基于BIM的军队项目成本管控体系及评价体系,为此类项目成本管控提供参考。

The construction of military projects is to ensure the normal operation of military operations, training, scientific research, life, and production. Due to the particularity of military construction projects, their cost control is more restricted than general projects, and the requirements and assessments for cost control personnel are more difficult and challenging. Under the premise of meeting the requirements of military project construction goals, how to reduce project costs, improve project benefits and management efficiency is an urgent problem to be studied in the cost management of military construction projects.

This paper takes the cost management and control of military construction projects as the research object. First, using BIM as the carrier, by sorting out the problems and particularities of the current military construction project cost management and control, the cost management and control requirements of the project are summarized, and a BIM-based military construction project life cycle is proposed. Cycle cost control concept. Secondly, the functional requirements of the military project cost management and control platform are analyzed from the five aspects of confidentiality management, planning stage, design stage, implementation stage, and operation and maintenance stage, and a BIM-based military construction project cost management and control platform is constructed. On the basis of this platform, we start to build a BIM-based military project cost control system from the three aspects of organizational structure, process and management, so as to realize the refinement of cost control and improve the level of military project cost control, so as to achieve the “no-over-probability” of military construction projects. , to form combat effectiveness on time". Then, the influencing factors of each stage of the life cycle cost management and control of military construction projects are summarized, and the cost influencing factors including two dimensions, 9 first-level impact indicators, and 41 second-level impact indicators are obtained. The cost management and control evaluation model of the evaluation method; finally, taking a military construction project as an example, it evaluates the cost control level of the project, and puts forward relevant suggestions for the problems existing in the cost management process, so as to help relevant parties avoid problems during the project construction process. Better realize the cost control of the whole process of project construction and improve the level of project cost control.

Through the research of this paper, the problems of "high confidentiality requirements and tight investment management" in the current military cost control are solved, and a BIM-based military project cost control system and evaluation system are constructed to provide reference for such project cost control.
