产品质量现今已成为制造类企业制胜的焦点。将风险管理思想运用到质量管理中，是近年来提出的对质量管理体系进行完善和改进的一个新的方法。由于制造企业产品质量形成过程自身的复杂特点，影响产品质量总体目标实现的风险因素有很多。而在此过程中，质量管理职能的风险因素由于其可控性与可改进性，对其识别，评价与控制防范，成为质量管理风险研究的一个首要工作。 有别于其他学者以供应链，人力资源等管理领域为主做风险研究，本文主要以制造企业为主体，以产品质量形成过程中的质量管理风险为研究对象，展开研究。首先从理论角度介绍了质量管理，风险管理，质量管理风险的相关概念与基本理论；其次，综合运用质量管理职能理论，风险管理过程理论等对制造企业质量管理职能风险进行分析研究，确定制造企业质量管理一般风险因素；介绍运用层次分析法筛选风险因素指标，进而建立质量管理风险指标体系的方法。并使用改进了的风险矩阵法对质量管理风险进行评价；以H公司为例，对其存在的风险因素进行识别，通过文章介绍的方法建立质量管理风险指标体系并对其风险进行评价，找出H公司的关键风险因素和目前面临的主要威胁；最后，文章对制造企业的质量管理风险从职能角度提出控制方法，并针对H公司提出应对对策。 本文综合运用理论研究与应用研究想结合的方法，并综合运用流程图法，层次分析法，改进了的风险矩阵法等分析方法进行研究，明晰了质量管理风险的相关概念、理论；绘制了制造企业质量管理风险因素对照表；建立了制造企业的质量管理风险指标体系；论证了改进的风险矩阵法在质量管理风险评价中的应用；同时提出了制造企业的质量管理风险控制方法与应对对策。

Now, product quality has become the focus which can lead the manufacturing enterprises to win. In recent years, to apply the risk management thoughts to quality management is a new method for perfecting and improving the quality management system. There are lots of risk factors which affect the achievement of product quality overall goal because of the complex characteristics in the forming process of manufacturing enterprises’ product quality. And in the process, to recognize, evaluate and control the risk factors of quality management function becomes the first job in risk research of quality management because the risk factors can be controlled and improved. Differing from other scholars’ risk researches which apply management field such as supply chain management and human resources management, the research of this paper takes manufacturing enterprises as the main part and regards the quality management risks in the forming process of product quality as the research object. Firstly, it introduces the related concepts and basic theories of quality management, risk management and quality management risks. Secondly, it analyses and studies the risks of manufacturing enterprises’ quality management function in order to determine the general risk factors of manufacturing enterprises’ quality management by synthetically applying theories of quality management function and it establishes the index system of quality management risk by using Analytic Hierarchy Process(AHP) to screen the index of risk factors; meanwhile, it evaluates the risks of quality management by applying improved risk matrix method. At the same time, taking H Company as an example, this paper recognizes the risk factors existing in H, establishes index system of quality management risk with the methods introduced ahead and evaluates the company’s risk in order to find out the key risk factors and the main threatens the company is facing. Finally, the paper puts forward control methods for quality management risk of manufacturing enterprises from the functional perspective, and raises reasonable measures for H Company. Combining theory research with application research，and studying by comprehensively using of flow diagram, AHP and improved risk matrix method, this paper obtains the following results: define the related concepts and theories of quality management risk; draw a table for comparison of quality management risk factors and manufacturing enterprises; establish quality management risk index for manufacturing enterprises; demonstrate the application of improved risk matrix method in quality management risk and put forward universal control methods and measures for quality management risk suited to manufacturing enterprises.
