摘 要
随着海上交通的发展,不断增长的船舶数量和交通密度严重影响着水域交通安全,频繁发生的海上事故将会造成生命与财产的重大损失。船用雷达和通用船舶自动识别系统AIS(Automatic Identification System)作为船舶导航的必需品,在船舶避碰、港口交管和航行安全等方面起着举足轻重的作用。由于雷达和AIS有着各自的优缺点,不能互相取代,目前船舶上是将这两种设备单独使用。但随着人们对导航信息精度要求的不断提高,雷达与AIS及船上其他导航设备的结合使用、多设备的综合控制以及多信息的融合,已经成为了一种必然趋势。
本文在分析了串行通信的基本原理及多种串行接口的基础上,基于由IEC所制定的IEC61162协议,设计完成了一个能够对雷达和AIS及其他助航设备进行综合控制管理的雷达控制面板。该控制面板有三大特色:一是基于雷达和AIS的数据融合技术,控制面板能够同时对雷达信息和AIS信息进行调控,实现两种导航设备信息的融合与分离;二是控制面板的数据指令完全按照IEC61162协议进行设计,实现了通信数据的协议化,使得对不同导航设备的综合控制成为可能;三是控制面板拥有三个不同串行接口,可满足不同设备商所生产的导航设备间的连接,方便不同船舶导航系统的使用。
经实地测试,本文所设计的雷达控制面板能够完成船用雷达控制单元的基本功能,可对雷达图像、雷达信号及雷达性能进行控制操作,同时可对AIS、GPS、罗经和电子海图等进行控制。在实现多功能的同时,本面板的多串口连接、串口通信数据的协议化,使得该设计满足国际化的标准,为雷达和AIS在操作终端的数据融合提出了新思路。

ABSTRACT
With the development of marine traffic, the growing number of ships and traffic density have a serious impact on marine traffic safety and more and more frequently marine accidents result in great loss of life and property. Marine radar and AIS are essential for the navigation of ships and play an important role in collision prevention, VTS and navigation safety. Radar and AIS has its own advantages and disadvantages, which cannot replace one and use another alone at present. But with the increasing request for navigation precision, the combination use, integrated control and integration of multiple information with radar, AIS with other kinds of navigation equipment have become an inevitable trend.
This paper have analyzed the basic principle of serial communication and multiple serial interfaces, based on protocol IEC61162, designed a radar control panel that can control and manage radar, AIS and other kinds of navigation equipment. The control panel has three major characteristics: the first is based on the data fusion technology of radar and AIS and can control the data of radar and AIS at the same time, achieve data fusion and separation; the second is the panel designed according to the IEC61162, makes it possible to have integrated control of different navigation equipments; the third is the panel has three different serial interfaces, so can meet the connection of different navigation equipments which are designed by different companies, make it more convenient for different marine navigation systems.
The field test results show that the radar control panel can able to achieve the basic functions of the radar control units, not only can operates the radar image, radar signal and radar performance but also can controls the AIS, GPS, compass and log. The radar control panel is multifunctional, its multi-serial port and data standardization make it complies with standards, offers a new idea to the data fusion of radar and AIS in the control terminal.
