摘 要 时代的变革催生了互联网络技术日新月异的发展，作为高校教学、科研、管理、后勤等工作的一项技术手段，校园网络发挥的支撑愈发明显。校园网在稳定安全的环境下运行直接决定着学校的各项工作有序进行。因此对校园网络安全管理体系的优化进行深入研究具有很强的现实意义和指导作用。 本文系统地对当前国内外相关领域的各种文献进行分析、整理和评述，并有针对性地结合陕西交通职业技术学院（以下简称陕西交院）整体网络安全管理情况，分析当前存在的问题及产生问题的成因，以陕西交院的实际情况及信息安全的长远规划为依据，结合本人实际工作管理的经验构建优化陕西交院校园网络安全管理体系。首先以产生的问题为导向全面地描述了校园网络安全管理体系的建设架构和发展方向；其次根据本人所在工作单位实际情况，提出了陕西交院校园网络安全管理体系优化的设计思路，建设情况；最终提出了陕西交院校园网络安全管理体系的优化实施方案及对预期的展望。 该体系不仅加强了对外网攻击的防范，同时也加强了对内部网络威胁的防范，从而提升网络安全管理效能。通过实验证明本方案可降低计算机病毒对网络的危害、减少网络入侵者对校园网的破坏、极大减少了不良信息在校园网中的传播、提高了接入的安全性，并全面开发了校园网络的应用功能，从而切实优化管理手段、提升管理效能，最终提高学院的综合实力。

Abstract IT technology has been developing swiftly abreast with the changing era and at the same time, more and more network security techniques have been utilized in organizations such as higher learning institutions, scientific research, management fields and logistics, which calls for a stable and safe operation of network security system to guarantee that all will be undergoing in order. Therefore, the optimization and enhancement of network security system plays a significant role. This research has been grounded on the wide range of literature review both at home and abroad. Based on the investigation and analysis on the overall situation of Shaanxi College of Communication Technology (hereinafter referred to as Shaanxi Academy), existent problems and the root cause of the problems have been peeled out with the consideration the long run strategy of network security system in Shaanxi Academy. First, the framework and development guideline have been streamlined; secondly, design scheme of the network security system has been proposed; finally, this paper has pointed out the optimizing solutions as well as their prospects in executing those measures. The aforementioned optimizing system has not only prevented the cyber attacks from the outside, but also escalated the campus network security management efficacy. The fact has testified that the measures proposed in this research on the one hand, has reduced network hazards by computer virus; on the other hand has reduced the campus network damages by cyber hackers. Meanwhile, it has not only substantially prevented the propagation of ill information, but also enhanced campus network security and as a result, the overall application functions on the campus have been developed; the management level and efficacy have been strengthened to serve the ultimate goal of the comprehensive strength of Shaanxi College of Communication Technology.
