随着市场经济的逐步完善和投资者对项目质量、工期、投资效益等方面要求的提高,对建设项目过程的全方位控制需求日益上升,煤炭投资项目后评价的重要性日益凸显,其具有总结项目管理经验、优化投资决策、提升投资效益及指导项目未来规划与发展的重要作用。传统后评价在煤炭投资项目及其他领域的应用中,存在评价标准不统一、评价方法不适用、结果反馈不及时等多个方面的问题。全生命周期是指一个项目、产品、系统或生命体从设计、制造、运营、维护到最终废弃或再生的各个阶段,是一个综合考虑时间、成本、质量、环境和社会影响等多个维度的概念。从全生命周期角度进行项目后评价,有助于全面审视项目各阶段的表现,优化决策与资源配置,提升项目管理效能,并为未来类似项目的决策和实施提供宝贵借鉴。因此,本文就全生命周期视角下的G煤矿投资项目后评价体系展开研究。

本文从项目全生命周期管理的角度出发,对煤矿投资项目后评价新体系展开研究。首先,本文通过对G煤矿投资项目案例现状进行分析,找出其中存在的问题,再基于对过往文献分析,明确了全生命周期下的煤矿投资项目后评价框架;其次,构建了全生命周期下煤矿投资项目后评价指标体系和综合评价模型,实现了对定性指标的量化处理;最后,分析G项目采取不同评价体系的结果,找出前后的差异,运用规范分析对差异原因进行梳理。研究发现:(1)在采用“全生命周期”管理视角后,G煤矿投资项目后评价结果基本成功,但较之前结果有所降低,主要体现在项目管理与人员沟通等问题;(2)基于“全生命周期”前后G煤矿投资项目后评价的差异,从评价各阶段来系统分析差异原因,归纳出具体保障措施为强化各阶段管理、加强组织间沟通、制定信息管理库、优化评价反馈机制;(3)通过借鉴G煤矿投资项目后评价现状存在的问题,结合煤矿投资项目特点与项目全生命周期内涵,提出了全生命周期下的煤矿投资项目后评价框架,具体为新目的、方法、流程等,从而使煤炭企业更好地实施项目后评价。通过以上研究,为后续其他煤矿投资项目开展后评价提供指导,以此来完善煤炭企业后评价管理工作。

With the gradual improvement of market economy and investors to the project quality, construction period, investment efficiency, etc, increasing demand for comprehensive control of construction project process, the importance of coal investment project evaluation, it summarizes the experience of project management, optimize the investment decision, improve investment efficiency and guide the future planning and development of the important role. In the application of traditional post-evaluation in coal investment projects and other fields, there are many problems, such as inconsistent evaluation criteria, unsuitable evaluation methods, and delayed result feedback. The whole life cycle refers to the stages of a project, product, system or life, from design, manufacturing, operation, maintenance, to final abandonment or regeneration. It is a concept that considers multiple dimensions of time, cost, quality, environmental and social impact. Post-project evaluation from the perspective of the whole life cycle is helpful to comprehensively review the performance of all stages of the project, optimize decision-making and resource allocation, improve the efficiency of project management, and provide valuable reference for the decision-making and implementation of similar projects in the future. Therefore, this paper studies the post-evaluation system of G coal mine investment projects from the perspective of the whole life cycle.

From the perspective of project life cycle management, this paper studies the new evaluation system of coal mine investment project. Firstly, by analyzing the current situation of the G coal mine investment project, find out the existing problems, based on the analysis of the past literature, clarify the framework under the whole life cycle; secondly, construct the post-evaluation index system and comprehensive evaluation model of the coal mine investment project under the whole life cycle, realize the quantitative treatment of qualitative indicators; finally, analysis of the results of the G project, find out the differences before and after the standard analysis. The study found that: (1) after adopting a "full life cycle" management perspective, The post-evaluation results of the G coal mine investment project are basically successful, But somewhat lower than the previous results, Mainly reflected in the project management and personnel communication and other issues; (2) Based on the difference in the post-evaluation of G coal mine investment projects before and after the "whole life cycle", Systematic analysis of the causes for differences from the stages of evaluation, The specific safeguard measures are summarized to strengthen the management of each stage, strengthen the communication between organizations, formulate the information management database, and optimize the evaluation and feedback mechanism; (3) By referring to the problems existing in the post-evaluation status of G coal mine investment projects, Combining with the characteristics of coal mine investment projects and the connotation of the whole life cycle of the project, The post-evaluation framework of coal mine investment projects under the whole life cycle is proposed, Specifically for new purposes, methods, processes, etc., So that the coal enterprises can better implement the project post-evaluation. Through the above research, it provides guidance for the subsequent post-evaluation of other coal mine investment projects, so as to improve the post-evaluation management of coal enterprises.
