摘 要
我国一直以来就把保护环境和节约能源作为基本国策,建设资源节约型、环境友好型的国家,大力实施产业升级战略和绿色产业发展道路,对于以能源革命为先导的产业发展尤其重视环保节能技术的研发与推广应用,主要目的是实现工业制造的能源降低,提高单位能耗效率,减少大气的污染物排放量。因此,西安沣京工业园为提高园区投资形象,改善园区投资环境的,决定建设低碳环保和经济效益兼顾的集中供热系统。为遴选出沣京工业园集中供热锅炉系统最佳方案,本文进行了如下研究:
首先,分析了集中供热项目建设的背景与国家发展的政策环境,分析了国内外集中供热发展研究、集中供热技术研究、煤粉工业锅炉技术进展研究以及项目比选方法和集中供热项目效益评价研究现状;其次,制定了燃气锅炉系统、循环流化床锅炉系统、高效煤粉锅炉系统三种项目建设备选方案,应用李克特量表对三种备选方案设计专家打分调查问卷,根据调查结果数据分析,确立沣京工业园集中供热项目锅炉系统方案指标权重,初步确定最优方案;再次,进行锅炉系统方案指标权重回归分析和锅炉系统方案环保效益与经济效益分析;最后,通过结果讨论与分析,在调查数据处理基础上结合环保效益和经济效益分析,最终确定了高效煤粉锅炉系统为沣京工业园集中供热锅炉系统建设的最优方案。
研究结果表明:集中供热锅炉系统方案经济性指标和环保性指标的权重高于技术性指标,说明项目实施要综合考虑经济效益和环保效益。本研究也进一步证实:高效煤粉锅炉是高效、清洁的煤炭利用技术,总体运行成本低,环保效益和经济效益明显,具有一定的推广应用价值,对不具备热电联产的区域性集中供热系统建设具有实践上的借鉴意义。

Abstract
China has always put the protection of the environment and energy conservation as a basic national policy to build a resource-saving and environment-friendly country. The industrial upgrading strategy and green industry development path are implemented. Special emphasis is put on the research and application of environmental protection and energy saving technology for the industrial development with energy revolution as the forerunner. The main purpose is to achieve industrial manufacturing energy reduction, improve unit energy efficiency and reduce the atmospheric emissions of pollutants. Therefore, in order to improve the investment image and environment of Xi'an Fengjing Industrial Park, the scheme of building the centralized heating system with low-carbon environment and high economic benefits is decided. In order to select the best scheme of the centralized heating boiler system in Fengjing Industrial Park, this paper has carried on the following research:
Firstly, the background of the centralized heating project construction and the policy environment of national development are analyzed in this paper. The domestic and abroad research status of the centralized heating system development, the centralized heating technology, the research progress of pulverized coal industrial boiler technology, the comparison of project selection method and the benefit evaluation of central heating project are introduced. Secondly, three project construction schedules such as the gas boiler system, circulating fluidized bed boiler system and high efficiency pulverized coal boiler system are developed. The experts score questionnaires are designed for three alternative schemes by the application of the Likert scale. According to the data of the survey results, the weight index of the boiler system of Fengjing Industrial Park is established, and the optimal scheme is determined. And then, the index weight regression analysis, environmental benefit and economic benefit analysis of the boiler system program are proposed. Finally, based on the investigation data processing combined with environmental benefits and economic benefits analysis, the efficient pulverized coal boiler system is determined as the optimal solution for centralized heating boiler system in Fengjing Industrial Park by the discussion and analysis of the results.
The survey results show that the economic indicators and environmental indicators are higher than the technical indicators of centralized heating system for Fengjing Industrial Park. This result indicates that the economic and environmental benefits of implementation of centralized heating system project are fully considered. It is proved that the efficient pulverized coal boiler is an efficient and clean coal utilization technology by the research of the centralized heating system. The overall operation cost is low and the environmental protection efficiency and economic benefits are obvious. This research not only has the application value to promote, but also provide an idea for other centralized heating project. This study has a practical significance for the construction of centralized heating system in the region without cogeneration.
