科技实力的强弱在综合国力竞争中占有基础性地位。在我国的科技机构系统中，高等学校的科学研究和科技活动一直占有独特而重要的地位。作为培养高级专门人才和开展科学研究的一个重要基地，高等院校在我国科技发展的过程中发挥着巨大的作用。 基于以上因素，本文对陕西省高等学校科技经费的投入产出的效率进行研究，采用数据包络的分析方法对陕西省高校科技经费投入产出的效率进行了分析，并对每年的投入产出不足及冗余情况进行了说明。由于省属高校和部属高校的经费来源和科研环境存在诸多差异，本文将陕西省的高校分为省属部属高校分别研究，并选择北京、上海、湖北、江苏四地高校进行比较，得出如下结论： （1）陕西省省属高校科研进展比较顺利，省属高校的纯技术效率比较高，而规模效率偏低。大部分高校经费投入较多但是产出不足，因此可能存在管理不善导致的科研资源配置不合理现象，因而导致高校科研投入产出的效率偏低。（2）陕西省高校科技经费投入量低于北京、上海、江苏，仅仅高于湖北；科技产出各指标数量低于其他四个省市。在效率方面，陕西省的综合效率值低于其他四个省市。（3）陕西省省属高校的投入产出效率整体上高于北京、上海、湖北和江苏。但是，陕西省省属高校的高校科研效率仍然偏低，纯技术效率相对于综合效率和规模效率而言处于较高水平，证明陕西省高校科研效率偏低主要原因不是技术革新，而是要减少规模，精于加大实际成果的产出水平。（4）陕西省部属高校的投入产出效率整体上高于北京上海但却低于湖北和江苏。产出的不足是陕西省部属高校的最突出问题，应该尽快从实质上把握产出不足的原因，进行解决。 最后，结合本文的研究结果提出相关的政策建议，希望能为陕西省高校科技经费的投入，产出的提高以及合理配置高校科研资源提供参考。

Science and technology strength plays a key role in the competition of comprehensive national power. In our country's science and Technology organization Systems, scientific research and technology activities in Colleges and universities always occupies a unique and important position. As an important base of cultivating talents and developing scientific research, the institutions of higher learning playing a great role in the process of the development of science and technology in our county. Based on the above factors, this article research in to the effective of investment and output of science and technology funds of Shanxi colleges and universities, using data envelopment analysis method to analyze it, and the annual input-output deficiency and redundancy are described. Because the differences between the provincial universities and affiliated universities in funding source and research environment, this article divided Shaanxi colleges and universities into provincial universities and affiliated universities to do the research respectively, we compared with the colleges and universities in Beijing、Shanghai、Hubei and Jiangsu, then we get the conclusion as follows: (1) The scientific research in Shanxi colleges and universities progress smoothly, the provincial college’s pure technical efficiency is relatively high but the scale efficiency is low. Most universities funding more but yield insufficient, therefore possibly has the problem of mismanagement led to the phenomenon of scientific research resource configures unreasonable, resulting in the low efficiency of university scientific research input and output. (2) The investment of science and technology in Shanxi colleges and universities less than Beijing, Shanghai, Jiangsu, just above Hubei; each index number of scientific and technological output lower than the other four provinces and cities. In terms of efficiency, the comprehensive efficiency value of Shaanxi Province lower than the other four provinces and cities.(3) However, the scientific research efficiency of the provincial colleges in Shanxi is still low, the pure technical efficiency relative to the comprehensive efficiency and scale efficiency at a high level, it proves that the technological innovation is not the main reason of low efficiency of the provincial colleges in Shaanxi Province, but to reduce the size, skillful in increase the output’s level of actual results. The input-output efficiency of affiliated university of Shaanxi province higher than Beijing、Shanghai but lower than Hubei and Jiangsu. The output of the shortage in the affiliated university of Shaanxi province is the most prominent problem, it should be hold the cause of output deficiency from substantially as soon as possible and solve the problems. Finally, we combining the research results of this paper, put forward the relevant policy recommendations, hope to provide reference to increasing the input-output of science and technology funds in Shanxi colleges and universities and rational allocation the resources of University's scientific research.
