生态政治学日益成为一门显学，当下正是人类重新审视与自然关系的适当时期。解决生态环境问题的主要责任在政府，而决策管理等主要手段是政治行为，其调节的落脚点又是“人与人的关系”。本文从生态政治学的视野研究我国政府生态管理问题，对我国经济、政治、生态、社会的协调发展和中国特色社会主义在现阶段的深化具有明显的现实意义。政府生态管理就是政府通过行政职能、管理行为和政策调控，依法对生态与环境进行保护、修复和改善。 文章以科学发展观为指导，基于生态政治学的视野，阐述分析生态政治学关涉的对偶范畴——经济理性与生态理性、生态政治学与政治生态学、人类中心主义与生态中心主义的关系问题。本文指出科学发展观是对生态政治学的马克思主义回应。要求坚持以人为本——颠覆资本的逻辑、坚持全面协调可持续发展——扬弃人类中心主义以及坚持发展为了人民——矫正生态中心主义。 文章运用矛盾分析法、从抽象到具体的方法及历史与逻辑统一的方法，提出了我国政府生态管理方面存在的问题，即观念问题、职能问题、体制问题和法规问题。笔者认为转变观念、明确职能、重构体制机制、完善法规建设是实现我国政府生态管理的有效对策。本文着重指出政府生态管理应定位于政府公共服务职能，并在理论分析的基础上构建了适合我国国情和生态规律的政府生态管理职能框架，包括生态管理职能配置、机构设置与职权行使。为了更好地实现政府生态管理职能，必须通过体制改革和机制转换来改变政府作用范围、方式、方法，加快政府职能转变，进而全面履行政府经济调节、市场监管、社会管理、公共服务等诸项职能，这样才能真正实现政府生态管理职能并使其不断完善。

Ecopolitics is becoming a remarkable leaning day by day,it’s the appropriate period for the mankind to reexamine the relationship with nature. The major responsibility to solve the environmental problems is government, but decision management and other main means belong to political behivior, and the key point which regulates is person’s relationship with others. This text studies our government ecosystem management problem based on the visual field of eco-politics , which has obvious realistic meaning for coordination development among economy、politics、ecosystem and society. The government ecosystem management is government carries on protection repairment and improvement to the ecosystem and the environment by law through its administration working talent and management behavior and policy adjustment. With the instruction of science development ,This article elaborates and analyses accidentally category of ecosystem politics —economic reasonableness and ecosystem reasonableness,ecosystem politics and political ecology and the relationship between doctrine in the mankind center and doctrine in the ecosystem center.This text points out that science development is the Marxist response to ecosystem politics.We should insist making people the center — subversion of capital logic,we should insist on overall coordinating and sustainable development —abondon mankind doctrine in the center ,we should insist that development is for the people —correct doctrine in the ecosystem center. This article puts forward the existing problems of ecosystem management aspect in our country with the use of self—contradict analysis method,abstract to concrete method and the history unifies logic method,namely idea problem,system problem ,laws problem and working talent problem.The writer thinks that changing idea,expliciting working talent, reconstructing mechanism and improving laws construction are a counterplan to realize our country government ecosystem.management.The emphasizing to point out government ecosystem management should be positioned to government public service working talent and set up the government ecosystem management working talent frame according to our nation and ecosystem regulation under the basis of theory analysis,including ecosystem management working talent allocation、organization constitution and authority exercise.In order to realize government ecosystem management talent betterly,we can change the government function、 scope、 way and method through system reform and mechanism conversion.we also can speed up government working talent changes then implement government economy regulation、market charge、society management and public service etc. Only in this way can we really realize government ecosystem working talent and make it continously perfect
