煤矿本质安全综合评价是以实现煤矿本质安全为目的,而煤矿生产系统的复杂性决定了煤矿的安全评价是一项复杂的系统工程,所以构建准确、合理、有效的煤矿本质安全综合评价指标体系至关重要。
本文以确定煤矿本质安全综合评价指标体系为目的,以煤矿的人员、机器设备、环境、管理为研究对象,对煤矿各系统中存在的危险因素、有害因素进行辨识和分析,判断生产过程中发生事故的可能性及其严重程度,利用层次分析法、模糊评价等方法将人、机、环境、管理等要素优化匹配,建立了合理、有效的煤矿本质安全综合评价指标体系。指标体系由4个一级指标,19个二级指标和57个三级指标组成。为了实现评价指标体系的实用性、可操作性,对指标进行了量化处理。首先,采用专家调查法确定三级指标的隶属度,而每位专家也根据其学历、资历赋予了重要系数来增强其调查的可靠程度;然后,用层次分析法确定了评价指标权重,实现了灰色信息“白色化”,定性分析定量化;最后,利用模糊评价得出评价结论,判断评价对象属于几级本质安全型煤矿。并将此评价指标体系应用于天池煤矿的本质安全评价中,最后得出了该煤矿系统的本质安全等级处于Ⅱ类本质安全。并依据评价情况提出了改进建议,该矿及时进行改进,并取得了较好的效果。
本文构建的本质安全煤矿评价指标体系,可以使各安全因素中的灰色信息“白色化”,将抽象的因素数量化,增强了安全评价的科学性和可靠性。该体系科学、简单又实用,在安全评价工作中具有重要的指导意义。

Comprehensive evaluation of intrinsic safety for coal mine is to achieve the intrinsic safety for coal mine. The complexity of the production system of coal mine decides that safety evaluation of coal mine is a complex systemic project, so the right-constructed, reasonable and effective evaluation index system of intrinsic safety for coal mine is very important.
This thesis is to construct a evaluation index system of intrinsic safety for coal mine. In this thesis, in order to construct a reasonable and effective a comprehensive evaluation index system of intrinsic safety for coal mine, we study the staff, the machines, the enviroment and the management of the coal mine, indentify and analyze the dangers, the potential dangers and harmful elements in every system of the coal mine, estimate the possibility of accidents and their severity during production, apply the hierarchical analysis, the illegible evaluation and etc, to optimize the match of the staff, the machines, the enviroment and the management. The index system is composed by 4 first-grade index, 19 second-grade index and 57 third-grade index. In order to realize its practicality and operability, we quantify the index. First, the expert-investigation is used to the membership of third-grade index, and accoding to every expert’s educational backgroud and record of service, the expert-investigation is confirmed with different importance index; then, to make grey information to white and quantify the qualitative analysis, the hierarchical analysis is applied to evaluate the index weight; third, the illegible evaluation is applied to evaluate the conclusion, judge the coal mine for evaluating is of what grade of intrinsic safety; finally, this evaluation index system has been appied to evaluate the intrinsic safety of Tianchi coal mine, and we get that this coal mine is of Ⅱ grade of intrinsic safety. This coal mine has been improved under the suggestion, and has got good results.
The comprehensive evaluation index system of intrinsic safety for coal mine which is constucted in this thesis can make gray information white in every safety element, can quantify abstract element, and can make evalution index system of safety more scientific and reliable. This system is scientific, easy and practical, which makes it have great importance during the work of safety evaluating.
