在我国能源消耗结构中,建筑能耗占社会总能耗的比例达30%以上,因此,加快推进建筑节能工作是缓解我国能源供需矛盾的有效手段之一,节能建筑作为一种重要的建筑能源节约方式,是落实建筑节能的基础。目前,我国已在新建和改扩建建筑中强制推行建筑节能65%的标准,对节能建筑建设标准的要求越来越高,然而,现阶段节能建筑建设的过程中还存在诸多风险因素,且有关节能建筑建设风险的研究基本上还处于空白,如果这些风险得不到及时控制,无疑会影响节能建筑的应用。
本文从工程项目风险管理的基本理论出发,结合节能建筑的特点,在深入分析此类建筑实施推广的问题和风险管理现状的基础上,对节能建筑的建设风险做了以下几个方面的研究:
首先,通过分析国内外节能建筑风险管理发展的现状及存在的问题,针对节能建筑的特点提出节能建筑的风险特性,并在统一的项目管理目标下,从项目建设的全过程和各参与方两个角度构建了节能建筑风险识别维度模型。
其次,通过查阅国内外有关风险管理的文献资料,采用经验分析、实践研究及专家调查相结合的方法,对节能建筑建设过程中的风险进行识别,并把这些因素按层次关系形成递阶层次结构,建立了节能建筑的建设风险评价指标集。
再者,引入工程项目风险评估方法,在分析各种评价方法优缺点和适用范围的基础上,构筑了基于模糊层次分析法(FAHP)的节能建筑的风险评价模型。通过对西安市某节能建筑的风险情况进行实地调研,运用该评价模型得出该项目的风险等级,验证了该评价模型在节能建筑风险评价中的适用性。
最后,为减少节能建筑建设的风险损失,提高节能建筑风险管理的水平,结合工程实例讨论了如何对节能建筑的建设风险进行控制和防范,并针对具体的风险因素提出可供参考的应对策略,在此基础上建立了节能建筑基于工作流程的建设风险管理体系。

In China's energy consumption structure, the building energy consumption accounted for more than 30% of the total energy consumption, therefore, accelerate the building energy efficiency work is one of the effective means to resolve the contradiction between supply and demand of energy, energy-efficient buildings as an important way of building energy conservation, is the basis to carry out the building energy conservation. For now, our country has been enforced building energy efficiency standard of 65% in newly renovated and expanded buildings, however, at this stage there are many risk factors in the construction of energy efficient buildings, and the research on energy efficient building construction risks is basically a blank, if these risks in the process of construction are not controlled in time, there is no doubt that it will affect the application of energy-saving building.
Combining the characteristics of energy-efficient buildings, apply the basic principle of project risk management, in the foundation of in-depth analysis of the implementation issues for the promotion of the energy-efficient building and the status of risk management,this paper conducts the research on the energy-saving building’s infrastructure risks from several aspects:
First, by analyzing the development status and existing problems of the energy-saving building risk management at home and abroad, in the light of the characteristics of energy saving buildings this paper raised the risk characteristics of energy-efficient buildings, and under the unified project management objectives, builded the risk identification dimensional model of energy-saving building from two angles of the whole process of project construction and the parties.
Secondly, through referring data about risk management at home and abroad, and adapt combination of empiricalanalysis、practical research and expert survey, this article identified the risks inthe process of construction of energy-saving building, then put these factors according to the hierarchical relationships form a class hierarchy, established a construction risk index system of the Energy-saving building.
Moreover, it introduced the engineering project risk assessment methods, based on the analysis of the advantages and disadvantages of various evaluation methods and the scope of application, this paper put forward the risk evaluation model of energy saving building based on fuzzy analytic hierarchy process (FAHP) model. Through on-the-spot investigation and research about the risks of certain energy-efficient buildings in Xi'an, by using the evaluation model calculate the risk level of the project, verified the applicability of the evaluation model in energy-efficient buildings risk assessment.
Finally, to reduce the risk loss of energy efficient buildings, raise the level of energy-saving building risk management, this article discussed how to control and prevention the constructure risk combined with practical engineering, proposed strategies for reference in view of the specific risk factors, and on this basis established a construction risk management system of energy-saving building based on the workflow.
