资金是企业的血液，尤其针对大型集团企业，介于自身组织架构复杂、资金收支规模庞大，如何构建集团自身资金安全评价体系，确保大型集团采购、生产、销售等经营环节健康安全，对于集团的持续健康发展至关重要。当前电网市场随着电改政策推进以及市场企业逐步介入，集团面临的竞争压力逐渐提升，实现科学良好的集团资金安全管理对于提升整体行业竞争力具有重要意义。 本文将W集团构建资金安全评价体系策略作为核心研究内容，以山东W集团为研究对象，在整理分析国内外关于集团资金安全管理相关文献的基础上，基于相关数据及调研分析，综合分析当前W集团在资金安全管理上所面临的危机，发现W集团资金安全管理制度不完善，问题具体表现为：（1）欠缺相关管理制度，流程不清晰；（2）资金管理技术较为落后，管理效率低；（3）内部资金繁杂，归集管理混乱；（4）资金安全管理职能划分及实施监督不到位等多方面问题。 本文结合W集团实际情况以及相关文献研究，利用扎根理论与调查问卷的方式，提炼影响W集团资金安全管理的技术因素、管理模式因素以及环境因素3个主要因素；在此基础上结合德尔菲法评价W集团综合分析资金安全所存在各因素的影响程度；采用层次分析法，计算各因素权重，根据综合影响评价指数来分析各因素对资金安全管理的影响程度。最后，在明确集团资金安全风险管理优化目标以及原则等前提下，提出基于技术因素、管理模式因素以及环境因素的评价体系，为形成系统的、全面的W集团资金安全管理优化方案提供策略建议。本文对W集团的资金安全评价体系进行优化研究，为提升我国集团资金安全管理水平提供了新的研究思路及案例；同时也对其他集团资金安全管理提供借鉴及参考，促进我国集团整体资金安全效率的提升。 |

Capital is the blood of an enterprise. Especially for large group enterprises, due to the complexity of their own organizational structure and the large scale of fund revenue and expenditure, how to build the group's own fund safety evaluation system to ensure the health and safety of large group's procurement, production, sales and other business links is crucial for the sustainable and healthy development of the group. At present, with the promotion of power reform policy and the gradual intervention of market enterprises in the power grid market, the competitive pressure faced by the group has gradually increased. It is of great significance to achieve scientific and good group capital safety management to enhance the overall competitiveness of the industry. This paper takes W group as the core research content, and takes Shandong w group as the research object. On the basis of sorting out and analyzing the relevant literature on the group's fund security management at home and abroad, based on the relevant data and research analysis, the paper comprehensively analyzes the crisis w group is facing in the fund security management, and finds that the fund security management system of W Group is not perfect, The specific problems are as follows: (1) lack of relevant management system and unclear process; (2) backward fund management technology and low management efficiency; (3) complex internal funds and chaotic collection and management; (4) inadequate division of fund safety management functions and supervision. In this paper, combined with the actual situation of W group and related literature research, using the grounded theory and questionnaire method, extract three main factors that affect W group's capital security management: technical factors, management mode factors and environmental factors; on this basis, combined with Delphi method to evaluate the influence degree of various factors in W Group's capital security; using analytic hierarchy process to calculate The weight of each factor is used to analyze the influence degree of each factor on the fund safety management according to the comprehensive impact evaluation index. Finally, on the premise of clarifying the optimization objectives and principles of group capital security risk management, the evaluation system based on technical factors, management mode factors and environmental factors is proposed, which provides strategic suggestions for forming a systematic and comprehensive fund security management optimization scheme of W group. This paper studies the optimization of W Group's capital security evaluation system, which provides new research ideas and cases for improving the fund safety management level of China's group; at the same time, it also provides reference for other groups' fund safety management, and promotes the improvement of overall fund safety efficiency of China's group. |
