近年来,国家文化和旅游部明确要求大力促进旅游产业与文化产业融合,在此大背景下,西安市出台了诸多促进旅游文化产业发展的政策,并取得了一定成效,但也存在着诸多现实问题。其中,最突出的就是旅游文化产业结构不合理。因此,研究西安市旅游文化产业结构调整创新发展,具有重要意义。 关于旅游文化产业结构相关理论,本文主要运用马克思主义理论,并将产业经济学、管理学理论交叉学科的理论加以运用,重点从习近平新时代中国特色社会主义经济思想中的供给侧改革、社会主要矛盾转变和“两山”理论展开分析,这些相关理论均为本课题的研究奠定了理论基础。本文通过对西安市旅游文化产业结构方面的相关文献和数据资料分析,发现在投入结构、行业结构、区域结构、产品结构方面存在问题。其中西安市旅游文化产业的投入结构主要存在着资金投入结构不合理和科技创新投入不足等问题;行业结构主要存在着六大行业的不协调发展与旅游文化产业市场的实际需求之间的矛盾问题;区域结构中主要存在着西安市十三个区(县)中的产业结构高度不平衡问题;产品结构中缺乏对产品的长远规划与科学指导,盲目开发,形式单一等问题。本文认为存在的这些问题与体制、政策、市场、人才方面密切相关,主要表现在:行业条块分割与行业壁垒并存,国有旅游文化企业组制制约;旅游文化产业的行业政策不平衡、区域政策不同步;旅游文化产业的行业市场发展速度不同、区域市场发育程度不同;不同行业对人才的重要性认识不同、不同区域整体从业者综合素质不同等方面。 针对目前西安市旅游文化产业结构存在的问题及成因,并在借鉴成都市旅游文化产业结构调整创新发展经验的基础上,本文提出了在完善政策保障体制机制中健全政策法规体系,完善投融资体制,改革创新管理体制,制定合理规划;在调整优化行业结构中调整景点开发与经营模式,促进旅游住宿与餐饮特色化,推动旅游交通业便捷化,加强旅游娱乐、商贸产品创意化,创新节庆会展业形式;在创新旅游文化产业结构调整方式中加强观念转变,加大宣传力度,促进科技创新,优化人才供给结构。

In recent years, the Ministry of Culture and Tourism has explicitly called for the promotion of the integration of tourism industry and cultural industry. Under this background, Xi'an has issued many policies to promote the development of tourism culture industry, and has achieved certain results, but there are also many realities. problem. Among them, the most prominent is the unreasonable structure of tourism culture industry. Therefore, it is of great significance to study the structural innovation and development of tourism culture industry in Xi'an. With regard to the theory of tourism culture industry structure, this paper mainly uses Marxist theory and applies the theory of interdisciplinary theory of industrial economics and management theory, focusing on the supply-side reform and social mains in Xi Jinping's new era of socialist economic thought with Chinese characteristics. The contradiction transformation and the analysis of the two mountains theory, these related theories laid the theoretical foundation for the research of this topic. Through the analysis of relevant literature and data of Xi'an tourism culture industry structure, this paper finds that there are problems in input structure, industry structure, regional structure and product structure. Among them, the investment structure of Xi'an tourism culture industry mainly has the problems of unreasonable capital investment structure and insufficient investment in science and technology innovation; the industry structure mainly has the contradiction between the uncoordinated development of the six major industries and the actual demand of the tourism culture industry market. The regional structure mainly has the problem of high imbalance of industrial structure in the thirteen districts (counties) of Xi'an; the product structure lacks long-term planning and scientific guidance for products, blind development, and single form. This paper believes that these problems are closely related to the system, policy, market, and talents, mainly in the following: industry segmentation and industry barriers coexist, state-owned tourism culture enterprise system constraints; tourism culture industry industry policy imbalance, region The policies are not synchronized; the development speed of the industry market of the tourism culture industry is different, and the degree of development of the regional market is different; different industries have different understandings of the importance of talents, and the overall quality of the overall practitioners in different regions is different. In view of the problems and causes of the current Xi'an tourism culture industry structure, and based on the experience of Chengdu tourism culture industry structure adjustment and innovation development, this paper proposes to improve the policy and system, improve the investment and financing system, and reform and innovation. Management system, formulate reasonable planning; adjust the development and operation mode of scenic spots in the adjustment and optimization of industry structure, promote the characteristics of tourism accommodation and catering, promote the convenience of tourism transportation industry, strengthen the creativity of tourism and entertainment products, and innovate the form of festival and exhibition industry; Strengthen the transformation of concepts in the adjustment of innovative tourism culture industry structure, expand publicity, promote technological innovation, and optimize the talent supply structure.
