西安城市一卡通有限责任公司成立至今,按照“政府主导,市场运作,统一规划,一卡多用,逐步整合”的思路和西安市城市一卡通建设领导小组的要求,积极实施城市一卡通项目建设,大力研发、推广城市一卡通工程。通过7年的努力,西安一卡通公司的业务领域已经涵盖了公交、地铁、出租、自行车、小额消费等多行业,实现了跨行业多应用的企业发展格局。从公司建成至今,将主要精力放在了市场业务拓展方面,忽视了公司的内部管理制度、部门职权划分以及运营风险防范的相关工作。随着市场多种支付方式的激烈竞争,给一卡通公司持续健康发展带来了诸多风险,为了让公司能够健康、稳定、快速的发展,如何对公司的风险进行辨识、评价和防范就显得尤为重要。
本文综合运用文献分析法、层次分析法、模糊综合评价法以及风险管理理论等对西安一卡通公司所面临的风险进行理论研究和实证分析,主要研究工作和结果如下:
(1)通过大量的文献分析,从西安一卡通公司外部环境和内部环境入手,对公司风险因素进行了系统辨识,据此构建了包括宏观环境、行业市场、经营、技术、财务、战略决策在内的6个风险一级指标和21个风险二级指标所组成的风险指标体系。
(2)根据所建立的西安一卡通公司风险指标体系,运用层次分析法和专家调查法确定了西安一卡通公司的风险权重,在此基础上运用模糊综合评价法建立了西安一卡通公司风险评价模型。
(3)结合风险管理理论以及西安一卡通公司实际情况,分别从风险回避、风险控制以及风险转移三个方面总结提出了具体的风险防范策略。
(4)以西安一卡通公司为例,对西安一卡通公司2016年风险进行评价与分析,并根据平价结果给出风险防范的具体策略。

Early enterprise will focus on business development in the market, but as the market a variety of payment methods of competition, the card company to sustained and healthy development has brought a lot of risk. To this end, it is necessary to many risks Xi'an Card limited liability companies face identification, evaluation and prevention.
In this paper, the integrated use of risk management theory, fuzzy comprehensive evaluation method and AHP methods Xi'an card companies face the risk of theoretical research and empirical analysis done major work and conclusions are as follows:
(1)Xi'an card from the company's external and internal environment to start, the company conducted a systematic identification of risk factors, pursuant to construct six indicators, including the risk of a macroeconomic environment, industry, market, business, technical, financial, strategic decision-making and risk 21 risk index system consisting of two indicators.
(2)According to the card company Xi'an Risk Index System established to determine the risk weight of the card company Xi'an heavy use of analytic hierarchy process and expert investigation. The establishment of Xi'an card company's risk assessment model using fuzzy comprehensive evaluation method.
(3)Combined with risk management theory and Xi'an card company's actual situation, respectively, from risk avoidance, risk control and risk transfer are summarized in three aspects put forward specific risk prevention strategies.
(4)Xi'an card companies, for example, the card company on line 2016 risk assessment and analysis, and gives the company specific risk prevention strategies in terms of parity according to the results.
