房地产业是我国改革开放以来极为重要的支柱型产业,其在提高城镇化率、改善城市面貌、提升人民生活水平方面均做出了巨大的贡献。作为资金密集型行业,房地产对于资金的依赖度很高,行业的资金杠杆率已经达到了较高的水平,部分行业龙头也出现了资金流动性危机,行业去杠杆迫在眉睫。城市商业银行(以下简称城商行)相较于国有银行发展多局限于地方经济,其应对不良风险的能力相对其他类型银行要弱一些。在此背景下,对房地产开发贷款进行审批时,城商行的条件会更为严苛。如何在坚守合规和风险底线的基础上,实现信贷资源的优化投放,对城商行的风险管理能力提出了更高的要求。

首先,本文在文献研究、相关理论研究的基础上,利用访谈法梳理出H城商行房地产开发贷款存在的问题及影响因素;其次,借鉴头脑风暴法识别出H 城商行房地产开发贷款风险因素并构建风险评价指标体系;再次,借鉴层次分析法和模糊综合评价法对H 城商行房地产开发贷款风险评价指标体系进行赋权和风险评价;最后根据风险评价结果及成因分析,从房企运营风险和项目风险、政策风险和合规风险角度提出H城商行房地产开发贷款风险管理的对策和建议。研究结论对H城商行及其他同行提升房地产开发贷款风险管理水平有一定的借鉴意义。

Real estate industry is an important pillar industry since the reform and opening of China, which has made great contribution to improve the urbanization rate, improve city face and improve people's living standards. As a capital-intensive industry, the real estate is highly dependent on capital, the fund leverage ratio of the industry has reached a high level, and some industry leaders have also appeared in the liquidity crisis, and the industry deleveraging is imminent. Compared with state-owned banks, the development of city commercial banks (hereinafter referred to as city commercial banks) is more limited to the local economy, and its ability to deal with adverse risks is weaker than other types of banks. In this context, when the real estate development loans are approved, the conditions of urban commercial banks will be more stringent. How to optimize credit resources on the basis of adhering to compliance and risk bottom line puts forward higher requirements for risk management ability of urban commercial banks.

First, on the basis of literature research and relevant theoretical research, this paper uses the interview method to sort out the existing problems and influencing factors of real estate development loans of H City commercial bank; Secondly, using the brainstorming method to identify the risk factors of the real estate development loan of H City commercial bank and construct the risk evaluation index system; Thirdly, using analytic hierarchy process and fuzzy comprehensive evaluation method for reference, the risk evaluation index system of real estate development loan of H City commercial bank is empowered and evaluated. Finally, according to the results of risk evaluation and cause analysis, the paper puts forward the countermeasures and suggestions for the risk management of real estate development loans of H City commercial bank from the perspectives of government, real estate enterprises and banks. The conclusion of this study has certain reference significance for H City commercial bank and other peers to improve the risk management level of real estate development loans.
