随着我国经济的持续快速发展, 资源与环境问题日益突出，已成为各地关注的焦点。近年来，我国在工业企业集中地区开展了创建生态工业园区的试点，但是由于各地自然条件、工业结构和经济基础不同，工业园区的生态化产业和循环经济的发展程度存在很大差别。为了规范生态工业园区的建设，评估园区建设和改造进程，需要根据生态工业园区的特征，构建合理的评价指标体系，并运用科学的评价方法实现对园区循环经济发展水平的综合评价。 论文在全面总结前人对于企业内部生产的评价、生态工业园区评价、生态城市建设评价和区域可持续发展评价等研究成果的基础上，详细分析了生态工业园区和一般的城市功能区在形态、结构和功能上的异同，提出了生态工业园区的基本特征。并以此为基准构建了生态工业园区的评价指标体系，突出生态工业园区是循环经济的实现模式，将工业生产系统列入评价范围，克服了以往评价指标对工业生产系统考虑不周的缺陷，强调生态工业园区生产系统应具有工业生态学和循环经济特征，园区的社会、经济和环境应协调发展。 采用多层次模糊综合评判法实现园区循环经济发展水平的综合评价，整个评价过程由自行开发的“生态工业园区循环经济评价系统”实现。系统采用Access数据库管理数据，界面友好，自动化程度高，评价人员只需输入基本数据，系统会自动完成相应计算工作，最终生成评价结果。 论文以陕西省龙门生态工业园区为例，在现场收集资料的基础上，针对园区实际情况，利用所开发的软件系统实现了龙门生态工业园循环经济水平的综合评价，最后综合评价结果，提出了生态工业园区建设的建议。

Along with the continuous and quick Increase of the economy of our country, the resources and the environment problems are outstanding increasingly, becoming the focus of concern everywhere.In recent years, our country has been establishing the experimental unit of the eco-industrial park in the the region concentrated with industry enterprise. Because of the dissimilarity of natural condition, the industry structure and economic foundation , the developmental degree of the ecological industry and circular economy of eco-industrial park has the very big difference.For the sake of standardizing and assessing the construction or reforming of the eco- industrial park, it demands a set of reasonable evaluation index system according to the characteristic of the eco-industrial park, making use of the assessment method of science, to assess the development level of circular economy of the park .Based on the overall summary of the former of the assessment on production in a company,an eco-industrial park,or construction of eco-city,the thesis analyzed the difference or similarity of the eco-industrial park and the general district of city in the appearance, structure and the functions, put forward the basic characteristics of the eco-industrial park. Taking the basic characteristics, the thesis set up the assessment indexes system of the eco-industrial park, outstanding eco-industrial park is the mode to carry out the circular economy , including the system of industry producing into the assessment scope, overcoming the weakness of former assessment indexes system where not enough consideration be fixed on to the industry producing, emphasizing that the eco-industrial park should have the characteristic of industrial ecology and circular economy ,and the society, economy and the environment of the park should be harmonized; The thesis Adopted the multi-layer fuzzy comprehensive assessment to assess the development level of circular economy of the park by The Evaluation System on The Eco-industrial Park developed by myself. The system adopts the Access database, with friendly interface, high degree of automation . The personnel need to input the basic data only, then the system will compute automatically to the assessment result. The thesis took the Longmen Eco- industrial Park in Shaanxi province as an example, collecting data on the spot for the factual state of the park, assessed the circular economy level of the park by the software, and made the suggestion on the construction of the eco-industrial park.
