“百年大计、质量第一”，建设工程质量与社会公众利益和人民生命财产安全息息相关。不论是西方发达国家，还是发展中国家，政府均对建设工程质量高度重视，并努力采取行之有效的方法进行监督管理。因为建设工程质量直接关系着人民群众的利益，关系着国家经济建设的正常运行，我国较早就已经对建设工程质量进行严格的监督管理。各级政府部门的监督管理为保证和提高我国建设工程的整体质量水平，保障人民生命财产安全发挥了不可替代的作用。山东是我国开展工程质量政府监督管理工作较早的省份，但从当前经济社会发展的需求来看，山东省相应的工作亟待提升和完善。论文简要阐述了建设工程质量监督管理的概念、原则和实施要点等基本问题；通过比较国内外建设工程质量政府监督管理现状，明确了我国与西方发达国家之间的差距，指明国外值得我们学习借鉴的方面，如强调依靠法律进行质量监管，合理定位政府角色，健全建设工程整体质量评估标准，建立正常有效的市场机制等；着重分析了山东省建设工程质量政府监督管理现状，指出存在的主要问题，进而提出山东省建设工程质量政府监督管理的优化措施，如进一步完善政府监督管理法规体系，提高建设工程质量政府监督管理人员素质，运用全过程的质量监督管理手段，建立制度化、规范化的监督管理工作体系等优化策略，对山东省建设工程质量监督管理的完善与提升具有积极意义。 本文揭示了我国，尤其是山东省建设工程质量政府监督管理工作存在的普遍性和特殊性问题，可为改善政府建设工程质量监督管理实践提供一定的参考。

“Important project, quality first”,Construction quality is closely related with public interests and safety of people's life and property. Government attaches great importance to the quality of construction projects, and take effective measures for the supervision and management in both developed countries and developing countries. Because construction quality is directly related to the interests of the masses and national economic construction, our government carried out strict supervision and management on construction engineering quality early. Government supervision and management departments play an important and irreplaceable role to improve the overall quality of construction project, and safeguard the people's life and property safety. Shandong province carries out project quality government supervision and management work earlier in our country. However, from the perspective of the demand of the current economic and social development, it is of great importance to improve the project quality government supervision and management work of Shandong province. The paper introduces the construction engineering quality supervision management overview at first, such as the characteristics, regulatory principles, regulatory approach, and so on. Then the paper points out our country the development history and defects of construction engineering quality supervision and management, which lays a foundation for below analysis of Shandong Province. Later, through summarizing the foreign construction project quality government supervision and management, the paper makes sure of the gap between the developed countries and our country, leading to the worthy reference, such as emphasizing on quality supervision law, reasonable positioning the government role, improving the overall quality evaluation standard to construction projects, establishing normal effective market mechanism, and so on. After that, according to current situation of construction project quality government supervision and management in Shandong province, the paper makes sure of the shortages and defects, such as establishing relatively comprehensive system of laws andregulations, forming relatively complete system of organization, and then makes sure of deficiencies and defects. At last, based on the conclusions, the paper puts out some optimization measures of government supervision and management of construction engineering quality of Shandong province, such as further improving the government supervision and management regulations system, setting up the whole process of quality supervision and management, establishing supervision and administration of the institutionalization and standardization system, and so on. Through the research on government supervision and management of construction engineering quality of Shandong province, the paper finds out the common problems in this respect in our country, which will help to improve present situation on government supervision and management of construction project quality in China, and provide a reference for the domestic and foreign research in this field of certain reference value.
