21世纪是信息时代。随着Internet的普及和各种网络技术以及数据库技术的迅猛发展,信息技术已逐步成为当代社会的先进生产力，建立企业信息化平台和开展电子商务已成为现代企业核心竞争力的要求。 本论文结合深圳市蛇口外轮理货有限公司的实际情况，以外轮理货的基本方法为背景，通过理货业务处理流程，对系统的网络运行结构、功能结构、安全策略进行设计，同时也保障了系统安全稳定地运行。此外又对系统开发中使用的各种技术进行了介绍。本系统使用无线局域网，以Windows XP为操作平台，基于C/S模式，开发工具采用了PowerBuilder，使用SQL Server 2000数据库，使得系统结构合理、方便、实用，并大大地提高了整个软件系统的性能。通过使用原型法的软件开发方法，提高了系统的开发效率和开发速度。最后论文对该系统的研究及论文的内容做出了总结，提出了系统今后需要继续改进与完善的地方，并对理货业务管理系统的未来发展趋势进行了展望。 通过该系统的实施，可以提高理货的工作效率，提高理货质量，消除企业内部存在的信息膨胀、管理信息孤岛、信息非结构化、信息非个性化等问题，对促进外轮理货事业的发展起到重要作用。

The enterprise informationalization is enhancing the decision power, the management level, the production efficiency, the core competitive ability and the economic efficiency. This paper designs business operating system's network operation structure，functional structure and safety strategy By using basic methods of Shekou Tally as a background and processing of Shekou Tally Business Operating management processes. And also guarantees the security and stability of the system's operation.
