随着国民经济快速发展,我国煤矿建设工程进程也不断加快,各级政府都投入了大量人力、物力和财力进行矿建工程建设。然而,矿建建设项目资金短缺己成为制约工程建设与发展的瓶颈问题。因此,矿建工程造价管理就成了工程建设领域内一项非常重要的研究课题。工程计价是工程造价控制的前提条件,只有确保投资决策阶段工程计价的及时性和准确性,才能有效的对工程造价管理全过程中造价环节发生进行有效的控制,进而提高投资效益和社会效益,减小我国固定资产投资领域的损失。
本论文提出了近年来大家所关注的矿建工程计价问题,最终提出了适合矿建工程的计价方法,即模糊案例推理方法。基于模糊案例推理的快速计价系统包括建设工程各分项消耗子系统和综合单价生成两个部分。本文详细论述了案例推理的原理、步骤以及实现策略,提出了标准案例的概念、组织及其表示方法。分析归纳出判断工程相似度的主要特征因素,构造出工程相似度判断矩阵及其一致性检验方法,在案例库中检索出与拟报工程最相似的案例,得到拟报工程人、材、机的消耗量,并通过研究其相似度及权重的计算方法,提高了其检索精度。在综合计价生成模型中将指数平滑模型中的时间性问题转化为数学的顺序性问题,建立了基于指数平滑数学模型的综合单价计价模型,通过实例验证了其模型的可行性。
通过运用上述分析研究基础,本文将案例推理的方法首次运用于矿建工程计价方法中,并通过工程验证,该方法对现代化矿建工程智能化计价的实施提出了指导性意见,意义深远。

The process of construction project rose spirally with the rapid development of national economy; governments at all levels had devoted much more manpower, material and financial resources to mine construction engineering. But the shortage of mine construction funds is becoming a bottleneck for project construction and progress. Thereby, mine construction engineering cost management is turn into an important research topic in engineering construction field. Project pricing is a premise for engineering cost control, only ensure the timeliness and accuracy of project pricing at investment decision stage, the occurrence of engineering cost will be seized effectively in the process of cost management, and the investment and social benefits will be heightened, mean while, the loss of fixed assets investment will be depressed.
The project pricing method of colliery construction, which receives many experts and scholars’ much concern in recent years, is investigated and researched in the paper, then, the fuzzy CBR (Case-based Reasoning) method, which suitable for mine construction engineering, is elicited. The fast pricing system based on fuzzy CBR method includes the constitution of partial consumption subsystem and the creation of comprehensive unit price. And the principle, steps and implementation strategies of CBR is discussed in detailed; the concept, framework and representation of standard case are proposed. Main characteristic factors for the estimation of engineering similarity are analyzed; the judgment matrix of similarity degree and the consistency test method are structured, then, the most resembling case with drafting project is searched in case base, and the consumption of manpower, materials and equipment for drafting project is obtained, the calculation method of similarity degree and weight factor is researched, and therefore, the retrieval precision is strengthened. Finally, the problem of time character in exponential smoothing model is translated into ordinal matter in mathematic, so the synthetically unit pricing model is established based on exponential smoothing one, and the feasibility of the model is validated by practical case.
On the basis of the research and analysis mentioned above, the case-based reasoning method is first applied to colliery construction project pricing system, and the practical verification is performed, therefore, the CBR method will bring guidance suggestion and significant meaning to the implementation of the mine construction intelligent pricing.
